Promoting voluntary social insurance

Voluntary social insurance is a pre-eminent form of social insurance that helps self-employees, rural people… to deal with difficulties and risks which may derive from old age. As voluntary social insurance’s members, the workers could show their activeness and initiative on self-safety, contribute to community sharing and social development.

After 10 years launching, voluntary social insurance still does not attract people’s interest. The coverage rate remains low, unmatched with its potential level. The main reasons include the lack of understanding of policy, low and unstable income, unacustome to saving for retirement at the young age and some limitations arising during implementation.

Considering existing limitations, the Government Party Committee has submitted the 7th plenum of the 12th Party Central Committee to approve the Resolution no. 28-NQ/TW dated 23 May 2018 on Reform of Social Insurance Policy, which set the target for farmers and informal workers participating in voluntary social insurance account for 1%, 2.5% and 5% of the labor force by 2021, 2025 and 2030 respectively.

In order to reach these target, more supports by State needed for people to access to voluntary social insurance. Also, active political commitment is needed in the development of voluntary social insurance; propositions of related ministries and agencies in adjusting policies towards improving the attractiveness and enhancing trust for people in order to expand the coverage; and renew communication methods. The social insurance agencies should promote administrative reforms, improve management quality in a professional and modern manner to meet people expectations.

Furthermore, it is necessary to consider amendment and supplement of regulations towards improving the attractiveness and flexibility of the voluntary social insurance scheme, with appropriate support from the state budget for farmers, poor and low-income people .... Designing flexible short-term packages for employees is also an effective solution.

Another solutions to expand voluntary social insurance is to improve collection agence capability, continuing  administrative reform, enhancing information technology application in contribution collection, promoting e-banking in contribution collection and benefit payment and diversifying service delivery network.

Along with that, one of the most effective public education methods implemented by many provinces is direct contact with people for each target groups to persuade them to participate to the regime. This productive methods should continued to be replicated.
