Recently the buying, selling and mortgaging social insurance (SI) books has been a concerning issue in localities, especially densely populated cities such as Hanoi, Ho Chi Minh city, Bac Ninh, and Binh Duong. Some individuals created Facebook pages impersonating social security officials to advertise the SI books purchase.
