VSS: Strengthen cooperation with the ILO

2021 is a year with many fluctuations when COVID-19 pandemic affects every socio-economic aspect in all countries around the world. Given that context, Viet Nam Social Security has still strived to fulfill its assigned tasks and has achieved remarkable results in foreign affairs and international cooperation.
Among its traditional partners, the International Labor Organization (ILO) is significant, contributing to the capacity building of Viet Nam Social Security in advising and critiquing policies as well as the expertise in policies implementation on social insurance, health insurance and other necessary skills.
In the first 6 months of this year alone, Viet Nam Social Security has joined hands with the ILO to execute programs and cooperative activities with financial and technical support from the “ILO-LUX project on expanding health insurance coverage in Southeast Asia”. In March 2021, Viet Nam Social Security, together with the ILO, successfully held the "Consultation seminar on the financial evaluation model for the health insurance fund of Viet Nam Social Security", aiming at sharing assessment and recommendation on the financial analysis model of Viet Nam Social Security and consulting experience in financial analysis, evaluation and supervision of health insurance policies in the world.
In April 2021, Viet Nam Social Security and the ILO jointly ran a training course providing basic and necessary knowledge and skills on customer satisfaction surveys for 45 customer service officers with the required expertise, meeting the practical needs of Viet Nam Social Security.

Given the successful training course and the needs of Viet Nam Social Security, the two organizations will continue to cooperatively implement a plan for intensive training on customer service skills, including 4 programs with the aim of establishing instructions, regulations, administration processes and codes of conduct necessary for customer service. The plan is expected to be executed in the second quarter of 2021.
In addition, Viet Nam Social Security and the ILO are currently collaborating on a study to assess “Impact of COVID-19 on health insurance participation, implications, level of financial protection and collection of health insurance funds”. The aim is to identify effective solutions to maintain health insurance enrollment in times of crisis, predict the risks of the fall in participation, level of financial protection and revenue streams, and provide specific recommendations.
Besides, with the experience of international experts, the ILO has sent representatives to attend, exchange and share experiences in the implementation of social security policies in countries around the world at many important conferences and seminars of Viet Nam Social Security.
With the multi-dimensional help from the ILO, from policy critique, assessment of social insurance and health insurance funds management, consulting skills on expansion of policy coverage, etc., to communication and customer service skills of Viet Nam Social Security have been completed and able to keep up with current trends.
In the future, the two sides will continue to jointly carry out significant programs and plans, aiming at the universal coverage of social insurance.
