Accordingly, effective propaganda will contribute to promoting the coverage of social and health insurance policies, expanding the number of policy participants in a stable and long-term manner.

In particular, according to the Deputy General Director, in the context of the COVID-19 epidemic having a profound impact on all aspects of social life, reforming forms of information and communication towards the application of new communication technologies should be a must and needs to be done right away. This helps the Industry ensure the successful implementation of the dual goal, which is to both effectively prevent and control the epidemic and also complete assigned targets and tasks, including development targets and expanding the number of participants of social insurance and health insurance.

On the basis of analyzing the advantages of livestreaming, VSS is expected to organize a peak propaganda campaign to mobilize people to participate in voluntary social insurance and household-based health insurance by this form in 63 provinces and cities across the country, which will be held in July 2021. Propaganda content focuses on the following messages: Human meaning, rights and benefits when participating in social and health insurance; propagating about the material and spiritual value of enjoying monthly pension, thereby helping people to actively participate in social and health insurance; information related to the process, procedures, payment rates, deduction levels, payment methods, locations for participation in voluntary social insurance and household-based health insurance; utilities of VssID application, etc.

On that basis, Deputy General Director Tran Dinh Lieu requested the Information and Communication Center to closely coordinate with relevant units and Vietnam Post to develop an organizational plan with detailed and clear scenarios and methods of implementation. In which, it is necessary to identify appropriate groups of media subjects and select potential groups to propagate and advocate for policy participation; The form of propaganda must be lively and impressive to attract viewers but still have to ensure formality, complete and accurate information.

According to Lieu, this is the first time that VSS will deploy a livestream to propagate and mobilize people and employees to participate in the policy, so the preparation needs to be paid special attention in order to ensure it would be efficient, thoughtful, thorough, economical; as well as to ensure technical transparency during the livestream.
