Improve operational capacity and efficiency of unemployment insurance policy implementation units

The Prime Minister (PM) has just approved the Scheme of "Improving operational capacity and efficiency of unemployment insurance policy implementation units", in which, focusing on the organizational structure and personnel and the financial mechanism of the employment service center system, making sure they are streamlined, professional, efficient and effective for the unemployment insurance policy to truly become a key tool for labor market governance.

The Scheme has set a specific goal of the period until 2025, where 100% of employees who are paying unemployment insurance allowance having their labor contract or working contract terminated (the unemployed) will be consulted for free when needed; 80% of the unemployed are given free job offers when needed, of which 60% had been successful; increased the percentage of people applying for unemployment benefits to receive vocational training and skills training support and the percentage of employees participating in unemployment insurance who are supported with training to maintain jobs; 100% of employees implementing unemployment insurance at employment service centers were trained professionally with specialization; etc.

The Scheme also sets out specific tasks and solutions for implementation, including: To complete the provisions of the law on unemployment insurance; to complete the unemployment insurance implementation system to ensure streamlining and efficiency; to complete professional process of implementing unemployment insurance; to improve the capacity of the contingent of human resources in implementing unemployment insurance; to reform the financial mechanism on unemployment insurance; to strengthen material foundations in the implementation of unemployment insurance; to increase IT application in unemployment insurance implementation; to promote propaganda on unemployment insurance; to strengthen inspection and examination of the observance of the law at agencies and units implementing unemployment insurance; to strengthen international cooperation in the field of unemployment insurance.

In particular, to make agreements on organizing the implementation of unemployment insurance at employment service centers across the country, with the connection between localities and the specific factors of each locality on the basis of classification of labor market development and socio-economic development conditions; to organize the unemployment insurance mechanism at employment service centers that are capable of performing the duties as prescribed by law and meeting the needs of employees.

To evaluate, adjust, complete and standardize the professional process of implementing unified unemployment insurance nationwide, with the connection between localities and specific factors of each locality in the direction of promoting job counseling, job recommendation, labor supply, linking vocational training with job creation and job maintenance support measures.

To develop and perfect the standards for job positions according to professional titles, ensuring that the recruited employees of the unemployment insurance have adequate qualifications and skills to meet the requirements and tasks especially in the context of the Fourth Industrial Revolution (Industry 4.0) and the rapidly changing labor market./.
