Vietnam Social Security: Document digitization and electronic archiving

On January 6, at the headquarter of Vietnam Social Security (VSS), General Director Nguyen The Manh chaired a meeting to collect opinions of the units on electronic archiving and digitization of records and documents of the industry.

The attendants were Deputy General Director Le Hung Son; leadership representatives of units directly under the VSS; leadership representatives and officials in charge of the archive work of the social security authorities of the provinces, including: Quang Ninh, Binh Duong, Quang Ngai, Tien Giang, Ben Tre, Vinh Phuc, Nam Dinh.

Delivering a speech at the meeting, General Director Nguyen The Manh emphasized, the archive work is of great importance to all fields of social activity, especially for social security authorities. Archived documents not only provide information with high legal value, accuracy and reliability for the drafting and promulgation of management documents in accordance with the law, but also acts as an authentic basis to settle regimes and policies for people participating in social insurance and health insurance in the long run.

In particular, in the context of Vietnam promoting the implementation of e-Government and digital government with the strong development of Industry 4.0, archiving plays a more key role in operating the electronic record and document storage and digitization of such data. “Well-operated archiving will help all professional processes at all stages and units from central to local to ensure accuracy and quick and simple information retrieval. Therefore, it is crucial to build integrated softwares with effective IT support" - said Manh.

In April 2020, the Prime Minister issued Decision No. 458/QD-TTg on approving the project of "Electronic document archiving of state agencies for the period 2020-2025". Accordingly, specific objectives and targets of building and implementing electronic archives at state agencies must ensure at least 80% of archived documents are created electronically in accordance with the law on electronic transactions and electronic storage; at least 90% of archives undergo exploitation and documents stored in the network environment are ultilized, etc.

To accomplish these goals, Manh asked the Archives Center to closely cooperate with the IT Center to build integrated software to unify the general storage process for the whole industry; on that basis, to concretize the archiving processes of each unit.

The General Director also asked the related units and the social security authorities of provinces and cities to deploy local professional processes to name the difficulties, problems and solutions to jointly contribute ideas for the building of lists of documents to digitize and classify documents of the whole industry. Consultation must be done immediately, at the same time, the processes related to the electronic archiving and digitization of records and documents of the industry must be speeded up ahead of time under the Government's Scheme.
