Signing a Memorandum of Understanding between the Vietnam Social Security and the Embassy of Denmark: A significant progress

This morning, on December 2, at the headquarters of Vietnam Social Security (VSS), VSS Deputy General Director Pham Luong Son attended and hosted the signing ceremony of a Memorandum of Understanding between the Vietnam Social Security and the Embassy of Denmark. Attending the ceremony were Mrs. Louise Holmagaard, Deputy Ambassador of the Embassy of Denmark and the delegation of the Embassy of Denmark; From the VSS side, there were representatives of several functioned Departments of VSS.

At the signing ceremony, VSS Deputy General Director Pham Luong Son emphasized, over the past time, Vietnam has achieved important successes in implementing health insurance policies and health care for people. The number of people participating in health insurance in Vietnam has reached 90% of the population. The health insurance assessment information system connects nearly 100% of health insurance facilities nationwide, from the grassroots level to the central level, helping to maximize the amount of assessment and payment of medical expenses of health insurance. It would have not been a success if it had not been for the active and effective support from countries and international organizations, including the Kingdom of Denmark and the ones in the European Union (EU).

The cooperation activities within the framework of the Memorandum of Understanding for the period of 2018-2020 have brought practical results and are organized in various forms, expanding the scope of beneficiaries for both central and local officials. Also within the framework of the signed Memorandum of Understanding, in early 2020, the VSS and the Embassy of Denmark signed the operation contract "Strengthening primary health care and sustainable Health Insurance Fund in Vietnam" which involved the delegations from VSS sharing experiences and hoping to learn from the Danish health insurance system.

“Denmark has experience in the prevention and management of non-communicable diseases such as cancer and diabetes. We hope that in the new period of 2021-2022, Vietnam Social Security will receive more help and support from you such as continuing to prioritize projects on: Strengthening medical capacity for Vietnam, sharing experiences on drug price management, and improving efficiency of electronic assessment, etc.”.

Son believes that with the continuous efforts of VSS and the help of Denmark, VSS will soon build a modern, sustainable and effective social insurance and health insurance system, which is targeted at people's satisfaction.

Appreciating the achievements in social security policy, Mrs. Louise Holmsgaard said, health is one of the areas receiving top priority in the development cooperation between Vietnam and Denmark. Therefore, the health sector will continue to be in the development plan of cooperation between the two governments of Vietnam and Denmark in the coming years.

“The Memorandum of Understanding between the two sides this time will be an important step, which opens up further close cooperation to improve the quality of health insurance assessment implementation staff of VSS, helping to improve management capacity and ensure the health insurance fund for people’s health care and protection.”, Mrs. Louise Holmsgaard emphasized.

Through the signing ceremony, Mrs. Louise Holmsgaard affirmed that she will continue to cooperate with Vietnam to open up new development steps, help VSS overcome difficulties and achieve the goal of developing a sustainable health insurance policy./.
