The social security industry: Speeding up for the excellent completion of targets and tasks in 2020

“This is an important conference to celebrate outstanding results, good ideas and practices for nationwide implementation and replication; at the same time, it focuses on assessing the existence and restrictions and analyzing the causes, thereby creating momentum and speeding up to successfully complete the targets and tasks set out in 2020.” - Manh said.

According to the report, in the first 9 months of 2020, VSS has always proactively and closely adhered to the solutions of the Government and the Prime Minister; closely coordinated with relevant ministries and agencies to perfect the system of policies and laws on social insurance and health insurance; actively coordinated with Party committees and local authorities at all levels in implementing tasks and achieved some outstanding results, specifically:

The whole country has over 15.5 million people participating in social insurance (reaching 31.5% of the workforce in the age group); nearly 13 million people participating in unemployment insurance (reaching 26.2% of the workforce in the age group); over 86.7 million people participated in health insurance (covering 89.6% of the population). Compared to the end of 2019, the number of people participating in voluntary social insurance and health insurance increased positively. For voluntary social insurance only, by the end of April the number only maintained equal to that of the participants in 2019 but so far has reached over 844,741 people, an increase of 381,638 people compared to 2019.

The COVID-19 epidemic has caused the delay of production and business, especially businesses for tourism, services, transportation, export, etc. At the same time, direct inspection and supervision being restricted at the units and enterprises led to a decrease in the number of participants in compulsory social insurance and unemployment insurance; the total revenue of social, unemployment and health insurance has increased in absolute number, however, the rate compared to the whole year plan is lower than the same period (by the end of September 2019, the revenue of the whole industry has reached 72.4% of the annual plan).

With the policy of promoting administrative procedure reform and information technology application, the industry continues to connect and share data with relevant ministries and agencies, such as: Connecting, exchanging and verifying 2-way automatic data with the General Department of Taxation; connecting and exchanging information with the Ministry of Justice on the civil status management information system through the National Government Service Platform (NGSP) to facilitate the issuance of birth certificates and health insurance cards for children under 6 years old (has been under operation in 63 out of 63 provinces and cities by September 2020); integrating and providing online public services for businesses and people on the National Public Service Portal. Up to now, VSS has provided 16 public services; received nearly 3,500 applications of public services through the Portal, in which, there are a number of services with a large frequency of implementation such as: Re-issuance of health insurance cards due to damage or loss (1,878 records); online payment services (Renewing household health insurance cards and continuing the payment of voluntary social insurance: 1,500 transactions), services to support people and businesses facing difficulties due to the COVID-19 pandemic (890 records), etc.

Discussing at the conference, the heads of social security agencies in some provinces and cities shared difficulties and shortcomings in implementing policies on social insurance and health insurance, at the same time, proposing solutions to implement the tasks from now to the end of 2020.

Speaking at the conference, Manh commented that, with the efforts and strives of the entire social insurance industry, the results in September 2020 have increased compared to the previous quarter and August 2020. Especially, the sector's comments have been agreed and highly appreciated by the Government and the National Assembly. This is an important step for the whole social insurance industry to speed up and strive to successfully complete the set out targets and tasks.

On the basis of promoting the achieved results, the General Director requested that the social security agencies of provinces and cities need to clarify the assignment of people, tasks, responsibilities, processes and results for each unit, each official and civil servant; regularly follow up and take advantage of the direction of the Central, Party committees and local authorities to both advise and effectively implement assigned tasks; proactively and further strengthen the close coordination between units in the industry and agencies and units outside the industry; further enhance the leaders’ responsibilities in performing tasks.

Continue to strengthen administrative procedure reform measures in implementing social insurance and health insurance policies on the principle of simplicity, ease and convenience; improve infrastructure and promote the application of information technology in professional activities; expand the provision of online public services at level 3 and level 4; continue to improve the quality of the teams with a better sense of responsibility and service attitude towards the satisfaction of organizations and individuals participating in and benefiting from social insurance and health insurance policies in the spirit of Resolution No. 28-NQ/TW, etc.

Further promote the leaders’ roles and responsibilities; strengthen administrative discipline, civil service ethics and codes of conduct of the cadres, civil servants, public employees and workers throughout the Industry, contributing to building a modern and professional social insurance industry towards the satisfaction of people and businesses…/.
