Accordingly, the Prime Minister is the Head of the Steering Committee. The Governor of the State Bank of Vietnam is the Deputy Head of the Steering Committee.

Members of the Steering Committee include leaders of agencies: Government Office, State Bank of Vietnam, Ministry of Finance, Ministry of Planning and Investment, Ministry of Agriculture and Rural Development, Ministry of Education and Training, Ministry of Industry and Trade, Ministry of Justice, Ministry of Foreign Affairs, Ministry of Information and Communications, Ministry of Science and Technology, Ministry of Public Security, Ministry of Labor – Invalids and Social Affairs, Vietnam Television, Voice of Vietnam, Vietnam Social Security.

The Steering Committee is responsible for assisting the Prime Minister in directing the formulation of comprehensive financial strategies, undertakings, policies, programs, plans, mechanisms and solutions; assisting the Prime Minister in directing, coordinating, promoting and inspecting comprehensive financial activities and implementing the National Comprehensive Financial Strategy.

In addition, the Steering Committee also assists the Prime Minister in researching and promulgating policies and guidelines on international cooperation, studying and considering the implementation of international recommendations on comprehensive finance; summing up and reporting to the Prime Minister on the country's comprehensive financial situation and the results of the implementation of the National Comprehensive Financial Strategy periodically and at the request of the Prime Minister; etc.

The State Bank of Vietnam is the standing agency assisting the Steering Committee, responsible for ensuring the activities of the Steering Committee./.
