The launching ceremony of "Responding to the Month of campaigning for the implementation of national social insurance - Propagation and mobilization in voluntary social insurance participation"

This morning (May 23rd), Vietnam Social Security cooperates with Vietnam Post to hold the launching ceremony of "Responding to the Month of campaigning for the implementation of national social insurance - Propagation and mobilization in voluntary social insurance participation" synchronized from the central to provincial and district levels nationwide. Attending the ceremony were Deputy General Director of Vietnam Social Security Tran Dinh Lieu, Deputy Minister of Information and Communications Pham Anh Tuan, General Director of Vietnam Post Chu Quang Hao and representatives of related departments and agencies.
Speaking at the launching ceremony, Deputy General Director of Vietnam Social Security Tran Dinh Lieu claimed that social insurance and health insurance are two major and crucial policies of special interest to the Party and the State. Therefore, the implementation of social insurance policy is the task of the entire political system. Over the past time, Vietnam Social Security has executed a number of synchronous solutions in propaganda and development of participants in social and health insurance, which achieved remarkable results.
These encouraging results are thanks to the coordination and participation of the entire political system, especially from Vietnam Post in the development of voluntary social insurance participants. In 2019, the involvement of Vietnam Post as one of the agents collecting social insurance and health insurance premiums of Vietnam Social Security continues to be positively and effectively fostered.

Notably, the Post Office has closely collaborated with social insurance agencies at all levels to successfully host 14,000 voluntary social insurance policy propaganda conferences to people and employees in the informal sector. Thereby, over 276,000 people have participated in voluntary social insurance in 2019. In the first 4 months of 2020, the system of agents collecting social insurance and health insurance premiums of Vietnam Post has developed the number of people participating in voluntary social insurance up to 48,012. The Deputy General Director hopes that in the coming time, Vietnam Social Security and Vietnam Post Corporation will continue to further cooperate to promote the advantages of policies on voluntary social insurance and household health insurance.
General Director of Vietnam Post Corporation Chu Quang Hao stated that, development of voluntary social insurance participants plays as an important political task assigned by the Government and Vietnam Social Security, showing a sense of responsibility of Vietnam Post to society, expressing the mission of "Community service". He requires the post offices of provinces and cities to closely coordinate with the social insurance agencies at all levels, deploy propagandas of voluntary social insurance policies, ensuring safety, practicality and efficiency. At the same time, the units shall continue to implement synchronous solutions of propaganda, mobilization and development of participants in voluntary social insurance and be determined to accomplish the goal of developing voluntary social insurance in their localities according to the assigned plan.

In 2020, Vietnam Post will determine to expand up to over 300,000 people and expect to strive for the number of 400,000. This is a high demanding goal, which requires drastic direction and the strong participation of all civil servants and employees in the whole system of Vietnam Post, especially when Vietnam and the world has been seriously affected by the COVID-19 epidemic in the past 4 months. “The leaders of the Vietnam Post respectfully request Vietnam Social Security and social insurance agencies of provinces and cities to support and create the best conditions for the Vietnam Post to accomplish and fulfill the objectives and tasks of 2020 and the following years.” – he proposed.
Deputy Minister of Information and Communications Pham Anh Tuan acknowledged and appreciated the synchronous and effective solutions performed by Vietnam Social Security, aiming to improve the quality of the development of voluntary social insurance participants in the past. “After the launching ceremony today, I’m hopeful that Vietnam Social Security and Vietnam Post shall continue to maintain and expand their activities to better propagate to the people. The Ministry of Information and Communications shall affirm its commitment to continue to cooperate with Vietnam Social Security and Vietnam Post in terms of propagation with a view to getting closer to the goal of universal social insurance.” – he stated.

In furtherance of achieving the target of developing the participants and expanding the coverage of social insurance under the Resolutions of the Party and the Government, Deputy General Director Tran Dinh Lieu proposed the units under the Vietnam Social Insurance, the social insurance agencies of provinces and cities and collecting agents should pay attention to the following five key tasks: To strengthen the propaganda of social insurance policies in all forms with diversity in communication; To actively give advisories to government committees, coordinate with Party committees and focus on giving directions on the implementation of development targets, considering this as a significant criterion for socio-economic development in each locality; To constantly expand and enhance the efficiency of collection agents, aiming to build professional collection agents; To promote conferences directly propagating to people in various forms and flexibly focus on forms of suitable direct propagation to each target group participating in social insurance; “After this ceremony, the units and localities shall expand the development of universal social insurance during the peak phase of the month, and simultaneously maintain the information work for the social insurance policy among people and workers; To promptly set an example of meritorious people in developing voluntary social insurance participants, creating a long-term spillover effect towards the goal of nationwide social insurance.” Mr. Tran Dinh Lieu emphasized.
In addition to being electronically held and broadcasted in 63 provinces and cities to ensure social distancing, the launching ceremony also organized mobile propaganda by car and motorbikes attached with social insurance communication messages in urban districts, rural districts, provincial capitals and towns on a national scale with one mobile or district propaganda team, both guaranteeing the regulations on prevention and control of COVID-19 by the Government and ensuring traffic safety.

The goal of the launching ceremony is to ensure the development of voluntary social insurance participants during and after the ceremony, striving to complete the planned targets in 2020; to continue promoting the role of social security agencies, post offices at all levels in propagating and mobilizing people to participate in voluntary social insurance and to successfully fulfill the assigned targets, etc.
Recently, Vietnam Social Security has always focused and strengthened the communication of voluntary social insurance policies in diverse forms such as the mass media; direct communication through customer conferences and application of new methods on propagation through social networks. In particular, the social insurance industry always aims to create the most favorable conditions for participants; promptly review, streamline and shorten administrative procedures in transactions between participants and social insurance agencies, at the same time, to promote IT application in professional activities and to apply electronic transactions at levels 3 and 4.
The system of agents collecting social insurance and health insurance premiums and the network of collaborators have been expanded among communes, wards and towns, evenly spread to every village, hamlet and residential quarter, creating favorable conditions for people to access policies and participate in voluntary social insurance. Up to now, Vietnam Social Security has set up over 12,400 social insurance and health insurance collection agencies with over 37,300 establishments and over 52,200 agents to ensure timely and flexible service for participants of voluntary social insurance.
The mobile propaganda team
According to Vietnam Social Security, in 2017, previous to the Resolution No. 28-NQ/TW, the number of participants in voluntary social insurance was 224,000 people (an increase of more than 20,300 people, equivalent to a 10% increase compared to 2016). Since the Central Executive Committee issued Resolution No. 28-NQ/TW, the number of participants in voluntary social insurance in 2018 increased by over 277,000 (an increase of more than 52,900 people, equivalent to an increase of 23.6% compared to 2017); and by 2019, the number is nearly 574,000 (an increase of 296,700 people, equivalent to an increase of 107.1% compared to 2018, accounting for 1.17% of the labor force in working age). Notably, the number of new voluntary social insurance participants increased in 2019 equals the total number of voluntary social insurance participants in the previous 11 years combined.
With praiseworthy and impressive results in the increase in the number of participants in voluntary social insurance in 2019, it shows that the voluntary social insurance policy has been asserting its firm position and role of ensuring social security for the people of the Party and the Government.
