To implement the Resolution No. 01/NQ-CP dated January 1, 2020 on the main tasks and solutions to direct the execution of socio-economic development plans and State budget estimates in 2020, Vietnam Social Security has issued a sectoral action plan (Decision No. 136/QD-BHXH dated January 31, 2020 by the General Director of Vietnam Social Security). Accordingly, the Social Insurance Sector clearly identifies the goal by 2020 to fulfill the estimated targets assigned by the Prime Minister. As included, strive for the number of people participating in social insurance to account for 35% of the labor force; the number of people participating in unemployment insurance to account for 29.2% of the labor force; the number of people participating in health insurance reaches 90.9% of the population.

Having determined the objectives and tasks set out, right from the early days of the year, the civil servants and employees of the whole social insurance sector has made great efforts and achieved outstanding results. The whole sector continues to respond to the emulation movement and is determined to successfully implement the Resolution No. 28-NQ/CP of May 23, 2018 by the Seventh Central Committee of the 12th Party Central Committee on social insurance policy reform with the theme "High determination, great efforts, drastic action and effective implementation of social insurance policy reform in the period of 2018 - 2030". Complete full and timely payment of pensions and social insurance benefits for beneficiaries in the Lunar New Year.

Notably, following the instructions in Directive No. 05/CT-TTg dated January 28, 2020 and Directive No. 06/CT-TTg dated January 31, 2020 by the Prime Minister on the prevention of inflammatory diseases acute respiratory tract caused by new strain of Corona virus (Covid-19), right from the beginning of the year, Vietnam Social Security has urgently taken part in and directed the provincial and city social insurance authorities to actively coordinate with the Department of Health and the healthcare facilities in the area to create the most favorable conditions for patients with health insurance cards to be timely provided with medical services or transited if they are suspected of Corona virus infection. At the same time, to ensure the benefits for the employees, Vietnam Social Security sent a written request to the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Health proposing the settlement of social insurance benefits for employees who are obliged to implement medical isolation to prevent respiratory infections caused by the Corona virus.

Expeditiously deploying the implementation of the tasks in 2020, right from the early days of the year, Vietnam Social Security has organized a number of major conferences such as: The mission deployment conference in 2020; Conference of civil servants and employees of Vietnam Social Security in 2020; The workshop on drafting the Program of coordinating the propagation of policies of social insurance, health insurance and unemployment insurance, developing e-government, ensuring network safety and security between Vietnam Social Security and the Ministry of Information and Communications in the period of 2020-2025; National online conference on collection of social insurance and health insurance in February 2020 to promote collection and reduce outstanding debts. Especially the national online conference on "Evaluating the results of 25 years of implementing social insurance and health insurance policies; Solutions to carry out the Resolution No. 28-NQ/TW and tasks in 2020” chaired by the Prime Minister Nguyen Xuan Phuc on the occasion of the 25th anniversary of the establishment of Vietnam Social Security.

With the goal of promoting administrative procedure reform and application of information technology in professional fields, Vietnam Social Security has issued a centralized data synthetics and analysis system of Social Insurance version 1.0. At the same time, formulate and issue a plan to implement the Prime Minister's Decision No. 1939/QD-TTg dated December 31, 2019, approving the Scheme on "Promoting the implementation of online public services at level 4 in social insurance industry and public services based on data sharing and connection between Vietnam Social Security and related industries".

Working with the Japan Association of Labor Law and Social Security to develop long-term cooperation through collaborative activities such as organizing a Conference on expanding coverage subjects, effectively implementing the collection of social insurance, exchanging activities of delegations and proceeding to the signing of a Memorandum of bilateral cooperation between the two agencies; preparing conditions to welcome the Secretary General of the International Social Security Association (ISSA) to visit and work in Vietnam from February 20th to 22nd, 2020.

All civil servants and employees in the social insurance sector shall respond to the patriotic emulation movement in 2020 with the theme "Public servants and employees of the social insurance industry raise the spirit of solidarity and responsibility; strive to successfully complete the missions in 2020”; the movement on "building a new countryside along with the nation" and other emulation movements, as well as good obligation of the Law on Social Insurance, the Law on Health Insurance and the key tasks of the Industry, etc./.
