The Prime Minister stated that the socio-economic situation of our country continues to maintain the growth rate in all fields. In the first 9 months of the year, the macro economy was stable; Consumer price index (CPI) increased by 2.5% - the lowest compared to the same period of the last 03 years; State budget revenues reached high, especially in the domestic area increased by nearly 14%; exports increased by 7.3%. Business investment environment is constantly being improved; The fields of culture, society and environment continue to be directed and achieving many results.

However, there are still some difficulties, limitations and shortcomings such as: Labor productivity is still low compared to other countries in the region. The life of a number of workers is still difficult, the number of businesses ceasing operations, bankruptcy and dissolution remain high, causing many workers to lose their jobs. In particular, the situation of evasion of payment of social insurance, health insurance, outstanding debts, appropriation of social insurance and health insurance premiums in enterprises still takes place in many localities.

In order to limit the above shortcomings, in the coming time, the Prime Minister directs many contents to ensure the benefits in general and the benefits of social insurance and health insurance for employees in particular.

Regarding amending and supplementing the Resolution No. 47/2017/QH14 dated June 21, 2017 of the XIV National Assembly, on the direction of prioritizing the settlement of wages, severance allowances, social insurance and health insurance for employees, other benefits under labor contracts and collective labor agreements, ensuring the consistency with the Bankruptcy Law and the Labor Code: The Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs, Vietnam Social Security and the Vietnam General Confederation of Labor promote inspection and examination, especially specialized inspection of social insurance payment; initiate lawsuits against enterprises that are late in payment, evasion or frauds of social insurance and unemployment insurance review and make specific statistics on the number of employees who have their interests affected in bankruptcy enterprises, withdraw their business licenses, and fleeing creditors as a basis for comprehensive impact research and assessment. and cautious (avoid creating a precedent for other businesses to take advantage of continued evasion to affect labor rights) and propose the process of amending the Law on social insurance and other relevant laws, in sync with the main tasks and solutions stated in Resolution No. 28-NQ/TW of May 23, 2018 of the Seventh Central Committee of the 12th Plenum on reforming social insurance policies.

Regarding medical examination and treatment on public holidays, weekends and non-working hours for patients with health insurance cards: Assign the Ministry of Health to have a specific plan to implement and ensure the best response to public health care needs of employees, report the results to the Prime Minister.
