Director of Ho Chi Minh City Social Security - Phan Van Men said that compared to the national average, many of the units' mission targets are lower, such as: percentage of people participating in health insurance, compulsory social insurance, voluntary social insurance; the situation of using medical examination and treatment funds with health insurance is higher than expected, etc. To complete the assigned task, the City Social Security has been implementing many solutions and determination to strive in the last 4 months of the year, each month to develop at least 30,000 people participating in compulsory social insurance, 15,000 people participating in voluntary social insurance and completing the health insurance coverage rate in October 2019 (increasing by 2% of the population). In the management of the fund of medical examination and treatment with health insurance, the city social insurance set 4 goals: ensuring the rights of patients; good management of funds; cost control, subclinical control and hospital bed cost control.

Mr. Nguyen Duc Hoa, Director of Hanoi Social Security also informed that by the end of August 2019, the city has completed the compulsory coverage of health insurance and social insurance reaching 96% of the plan. In the development of voluntary social insurance, the city has organized 542 propaganda conferences to bring positive results and set the goal that by the end of 2019, each commune will have at least 25 people participating in this type of insurance. Recognizing and appreciating the results and efforts of the local social insurance agencies in recent years, however, General Director Nguyen Thi Minh said that there were still many limitations and shortcomings in the sector’s performance of tasks, which should be specially concentrated in promoting in the last 4 months of the year. In which, there are 4 key tasks, including: developing the participants of compulsory social insurance; reducing outstanding debts of social insurance, health insurance and unemployment insurance; managing the health insurance fund; reviewing and updating household data.

General Director Nguyen Thi Minh directed: In the development of participants of compulsory social insurance, local social insurance agencies need to stick closely to shared data from the tax industry to access, propagate and mobilize; The goal is to complete and exceed this goal. In reducing the outstanding debts, the social insurance of provinces and cities must strengthen the irregular and specialized inspection and coordinate criminal handling of violating units; Collection management officials must keep abreast of establishments' regular information on debt situation for enterprises to urge and remind. Regarding the management of the fund of medical examination and treatment with health insurance, the Health Insurance Assessment Information System of Vietnam Social Security has detailed statistics on the use of funds of each health facility by month and by quarter. Social insurance agencies of provinces need to follow this data source to notify, organize specialized examinations and inspections when detecting abnormal signs. At the same time, it is necessary to combine electronic and on-site inspection to control the actual data sources and the data posted to the System. With the review and update of household data, localities must accelerate and strengthen coordination with the Post industry to complete and ensure information quality before October 1, 2019.

In addition to the four key tasks, General Director Nguyen Thi Minh also requested that the whole sector needs to focus on other missions to complete the tasks and plans set out as follows: settlement of regimes, propaganda, information technology, training, etc.
