That is the statement of Chairman of People's Committee of Hai Phong City - Nguyen Van Tung at the meeting on August 28, with leaders of departments, agencies, units and localities to solve the closing of KaiYang Vietnam Co., Ltd.

According to the report, KaiYang Vietnam Co., Ltd. is a 100% Taiwanese invested enterprise, located at Ngoc Son Ward, Kien An District, Hai Phong City, specializing in manufacturing all kinds of exported leather shoes. On August 11, Mr. Huang Shang Che - General Director of Kaiyang Company and 17 Taiwanese and Chinese staffs and technicians left the company for unknown reasons. On August 19, the company's new leadership from Taiwan came to take over and promised to maintain its operations and pay off debts. But after surveys and researches, the transferee and takeover of KaiYang Vietnam Company has found it difficult and refused to take over (after paying 50% of the salary in July 2019 to the workers).

Facing this situation, the Chairman of People's Committee of Hai Phong City has acknowledged and received the aspiration of workers, which is to get their salary of July and August 2019, social insurance, maternity benefits and job placement. At the same time, he affirmed that the city will solve the situation by prioritizing to ensure the benefits and regimes for workers, as well as working with banks and goods-exporting partner companies to shortly get the expenses to pay salaries, social insurance and other benefits for employees.

Accordingly, the Chairman of the City People's Committee proposed the company to stop producing. Simultaneously, the Department of Planning and Investment was assigned to propose a procedure to resolve the case; establishment of a department for managing records and assets of the Company; entrust the Department of Finance to propose a salary advance payment to workers, which will later be returned to the State; assign the city social insurance to guide the Company to complete the payment procedures of social insurance, maternity and social regimes for workers, etc.

For the concerned banks, after receiving the funding sources, it is necessary to agree on the priority for social insurance spending and salary payment for workers, the City Customs to facilitate the export of product shipments of the Company; City police to ensure security and order in the area./.
