Vietnam Social Security: Instructions on collecting social insurance premiums from foreign workers

The collection of premiums, issuance and management of social insurance books shall be done in a manner similar to Vietnamese employers and employees participating in the social insurance programme, in line with Decision No 595/QĐ-BHXH dated April 14, 2017, issued by the Vietnam Social Security.

Vietnam Social Security asks that the collection department and the insurance book department instruct, review and expedite municipal and provincial social insurance agencies to implement the policy; continue to study and adjust the collection form and social insurance book for foreign workers.

The IT centre has the responsibility for modifying the software on management of collection and insurance books to facilitate local social insurance agencies’ activities regarding insurance premium collection, and issuance and management of insurance books for foreign workers according to regulations. The centre is also tasked with instructing software tweaks for providers that supply electronic form declaration services.

Other units under the Vietnam Social Security would, based on their duties, coordinate, instruct and manage the collection of insurance premiums from foreign workers.

Vietnam Social Security asks that municipal and provincial social insurance agencies cooperate with State agencies governing foreign labourers to identify those who are subject to the compulsory social insurance, and give instructions on how to participate in the programme.
