Marcelo Abi-Ramia Caetano of Brazil elected as new ISSA Secretary General

The 37th Session of the Council of the International Social Security Association (ISSA) took place in ISSA headquarters in Geneva on December 7, 2018 with the participation of representatives from all 338 member organisations.

The participants discussed many important issues, including the improvement of capacity and effectiveness of the management of the social security system in each country and region as well as on the global scale.

They sought ways to increase the adaptability to the social security reform process in the world, towards expanding the coverage of social security and enhanced preparedness to respond to the impacts of population changes, along with measures to raise public awareness and understanding of the role and significance of social security.

The session’s agenda also included how to enhance support for members through the global network and at international and regional multilateral forums which are organized by ISSA for sharing experience and providing consulting services, technical support and training in social security governance.

During the session, participants elected Marcelo Abi-Ramia Caetano from Brazil as the new Secretary General of the ISSA for the 2019-2025 tenure.

Marcelo Abi-Ramia Caetano, 48 years old, is the Secretary for Social Security of Brazil's Ministry of Finance. He was a researcher at the Institute of Applied Economic Research (Ipea), a prestigious think tank of the federal government; and a Senior Visiting Fellow at the London School of Economics.

He joined in the negotiations of social security cooperation agreements between Brazil and the US, Sweden, India and the Czech Republic. He also actively participated in the drafting of plans for pension reform in 1998-1999 and 2003 in Brazil with an aim to ensure sustainable security and reduce social inequality.

The action plan of the new ISSA Secretary General will focus on promoting cooperation and development of social-security systems in a dynamic and sustainable manner among member states; enhancing the leadership capacity of ISSA in addressing international social security issues; increasing research, training and technical support activities of ISSA for member organizations to popularise good practices and improve the management efficiency of the social security systems.

The ISSA was founded in 1927 and has its headquarters in Geneva, Switzerland. It has 338 member social security organizations in 158 countries around the world. This is the second biggest multilateral organization in terms of organizations and country members after the United Nations. It aims to promote the development of the social security system in the world by supporting member organizations in boosting innovation and sustainable development of social security on a global scale.

The Viet Nam Social Security (VSS) joined the ISSA in 2015 and is the only official representative of Viet Nam at the important forum. Despite its young membership, the VSS has actively participated in major activities and events of the association, including the General Assembly of the ISSA in Panama in November 2016. It is a member of the ISSA Technical Commission. The VSS attended the Regional Social Security Forum for Asia and the Pacific and received ISSA awards in Malaysia in October 2018, and invited ISSA representatives to attend and deliver speeches at the 35th ASEAN Social Security Association (ASSA) Board Meeting. The VSS also sent staff members to participate in many training courses and international symposium hosted by the ISSA inside and outside the region.
