Hanoi’s Social Security staff trained on professional ethics of public services, behaviour skills

In November, Viet Nam Social Security (VSS) organised a conference on improving professional ethics of public services and behavioural skills for staff of the Hanoi Social Security Office.

Speaking at the opening ceremony of the event, Director of the Hanoi Social Security Office Nguyen Duc Hoa said that the agency functions to implement the policy of social insurance, health insurance, and unemployment insurance for locals and labourers living in the city.

This is a very hard work, requiring each member of the Social Security Office to have good understanding of ethics of public services, and be able to withstand the pressure as well as flexible at all times so as to better serve social and health insurance participants.

“The municipal social insurance agency is very honoured to be selected by the professional boards of the Viet Nam Social Security to be the first locality in the country to host this conference” , he said. 

The conference offers a good chance for the agency’s staff to collect necessary behavioural skills for solving their task in a civilized, timely and effectively manner, towards satisfying 90 percent of service users in 2030, Hoa added. 

Le Hung Son, Head of the Department of Personnel and Organization under the VSS, praised the Hanoi Social Security Office for its efforts to effectively implement directions and requirements set by the VSS related to professional ethics and behavioural skills in the agency.

However, with new demands from reality and the changes and reforms in the policy and law system of social insurance and health insurance having been setting new requirements in the performance of public duties, behaviour rules for the sector are required to be implemented more strictly.

According to Son, the Party Central Committee recently issued Resolution No.28-NQ/TW on the reform of social insurance policy, setting the goal of building a multi-layered and flexible social insurance policy towards the target of social pension for the entire population.

The resolution also aims to build a professional, modern and friendly social insurance sector, bringing satisfaction to the people.
In order to achieve the above-mentioned objectives, the sector in general and each staff are required to constantly innovate, improve their ability and skills, and better their attendance, Son noted.

Son gave a presentation on professional ethics and standard behaviour rules, as well as the status of implementing behavioural rules in the social insurance sector, focusing on the contents of Decision No.889/QĐ-BHXH by General Director of the VSS on behaviour rules of staff and employees working in Vietnam’s social insurance agencies.

The decision points out requirements on the working time, clothes, and behaviour in agencies and units; behaviour for agencies, organisations, and people – including individuals and colleagues; behaviour in meetings and collective activities; protection of confidentiality and discipline of speech; and use of public property. In the social relationship, the rule specifies behavioural demands in social activities, at residential places, and public places.

The two-day conference offered an opportunity for officials and staff of the Hanoi Social Insurance to practise relevant skills with speakers and experts from the Vietnam Association of Corporate Culture Development and the Tam Viet Training Centre, highlighting the importance of communication skills for social insurance staff; the culture of customer service suppliers; and discussing how to improve the capacity of social insurance staff, as well as contents on necessary principles for customer service suppliers, behavior management in communication and customer service, and process in understanding the psychology of customers who were also on the table ./.
