A social insurance report showed that, as many as 2,783,474 people have received monthly social benefits have health insurance cards so far.

According to the report, Vietnam is one of the nations most seriously affected by climate change, plus a rapid industrialisation and urbansiation. As a result, there are large numbers of people needing social security assistance, accounting for over 25 percent of the nation’s population. They include more than 10 million elderly, 7.6 million disabled people, 1.5 million children in special circumstances and millions of revolutionary contributors.

The poor and near-poor household rates are 8.23 percent and 5.41 percent, respectively. Around 2.783 million people receive monthly social benefits, while more than 1.8 million households need urgent aid each year due to natural disasters, fires and crop losses.

In 2017, the nation saw numerous difficulties, in terms of harsh weather, unpredictable climate, floods and storms, affecting people’s lives especially in the northern mountainous and central regions. However, the Party, State, and the Ministry of Labour, War Invalids and Social Affairs have taken measures to ensure social welfare.

More comprehensive social welfare policies have been issued, covering basic needs of beneficiaries, in terms of employment, vocational training, social insurance, care of revolutionary contributors, education, health care, rehabilitation and social aid. Targeted groups of beneficiaries and the amount of aid has increased. Access to social services has been facilitated.

According to reports, the 2,783,474 beneficiaries of monthly social benefits and health insurance cards include 30,292 orphans and abandoned children, 1,524,192 elderly, 1,126,126 people with disabilities, 5,006 poor people with HIV/AIDS and 97,858 poor single parents.
