Official launch of centralised electronic “one-stop-shop” system

Acknowledging the public demand on transparency and professionalism in implementing administrative procedures at local levels, Vietnam Social Security (VSS) has officially launched its centralized Electronic One-stop-shop system from 01/01/2017.

Acknowledging the public demand for transparency and professionalism in implementing administrative procedures at local levels, Vietnam Social Security (VSS) officially launched its centralised Electronic One-stop-shop system on January 1, 2017.

The centralised electronic one-stop-shop system will provide tools to track and control provincial and district social security offices’ progress on dossier handling by indicating in detail the time of dossiers submission, registration officer, and providing warnings on deadlines.

At local levels, the system will support the management and progress monitoring of dossiers so processing occurs in a timely manner. As a result, the local social security offices can update dossier handling status in their division, helping avoid backlogs.

At the central level, this system helps VSS regularly and/or irregularly inspect, monitor and supervise the dossier handling process, and at the same time provide an overview of the whole system or an overview of an individual province in performing this process.

Before implementing the system, there are three methods for employees and employers to perform transactions with VSS:  direct transaction with VSS, through postal services, and online. The data on administrative procedure settlement for local social security offices through these channels is collected manually by VSS, making it difficult to direct, manage,  and track the dossier handling process.

Thus “centralised electronic one-stop-shop system” was an answer to counter those difficulties. After the testing phase, data on dossier handling is sent to the VSS ICT system.

Deputy Minister, Director General of VSS Nguyen Thi Minh personally checked the system before it was put into operation. She appreciated the efforts made by specialized units in the development of the system, however noted that the system should have functions to remind and warn social security offices at all level on delayed and overdue dossiers.

The centralised electronic one-stop-shop system is one of the most important ICT applications in supporting the insurance sector in monitoring administrative procedures and the work of social security officers. At the same time, it helps speed up dossier and administrative procedure handling, helping employees and employers deal with social insurance agencies.

This is a great effort in administrative procedure reforms of the VSS, the governmental body in charge of social security collection and payments.

By the end of December 2016, VSS was estimated to be providing social security benefits for 8.42 million people, 400,000, or 5.2%, more than that in 2015.
