Under the plan, the implementation process must be aligned with Vietnam’s policies, laws, national target programs, socio-economic development strategies and relevant international commitments. The overarching principles are to reflect practical realities, put people at the center, integrate gender considerations and promote sustainable development.
Training activities will also be conducted regularly throughout the 2026–2035 period. The main target groups are officials, civil servants and public employees under the MOF, particularly those working in statistics, foreign finance, social insurance, international cooperation and legal affairs. The goal is to improve professional capacity and increase the effectiveness of inter-sectoral coordination when implementing the GCM.
The National Statistics Office has been tasked with incorporating content related to international migration into statistical surveys, including population and housing censuses. The process will draw upon United Nations guidelines and recommendations on international migration and temporary movement, gradually strengthening the database used for migration management and policymaking.
The plan also mandates the continuous implementation of approved programs related to international migration, including measures to prevent and combat illegal migration and the smuggling of migrants, emigration prevent and combat human trafficking, manage immigration, emigration, and the presence of foreign nationals in Vietnam. These tasks will be carried out by the relevant units in accordance with their respective functions and responsibilities during the 2026–2035 period.
In addition, the Department of Administrative and Non-Business Finance and the Department of Investment and Infrastructure Development have been assigned to implement, within their function and task, on the National Action Plan for the implementation of the 2030 Agenda for Sustainable Development and subsequent sustainable development frameworks. This approach will help align migration management with long-term development objectives.
Units under the Ministry will also provide information every six months, regarding Vietnamese citizens traveling abroad and foreign nationals entering Vietnam, following the guidelines of the Ministry of Foreign Affairs
Units under the Ministry will participate in and contribute to international and regional forums and processes on migration, particularly mechanisms for reviewing the GCM . Cooperation with countries and partners will also be strengthened, alongside research and proposals for concluding international treaties and agreements that align with Vietnam’s interests.
Notably, social insurance sector is a critical link directly affecting the rights and benefits of migrant workers. Vietnam Social Security has been tasked with leading the implementation international treaties and agreements in this field, with the aim of helping migrant workers access and continue their social security entitlements, particularly when returning to their home country.
Implementation must comply with Vietnamese law and the international treaties to which Vietnam is a party. This serves as a foundation for strengthening the protection of migrant workers’ social security rights as cross-border labor mobility becomes increasingly intertwined with economic, trade and investment activities, as well as labor demand across countries.
Another task is to mobilize and effectively utilize international resources to support the implementation of the GCM. The Department of Debt Management and External Finance has been assigned to lead this effort, focusing on areas where support can be mobilized such as technical assistance, training, capacity building, data, digital transformation, consular protection, victim assistance, reintegration and communications.
The MOF also requires regular assessments of the implementation of international treaties, agreements and commitments on migration to which Vietnam is a party. Based on the implementation results, the relevant units may propose amendments or supplements to existing document, or propose new agreements, ensuring Vietnam’s interests and practical requirements.
To ensure timely implementation, the units assigned to lead specific tasks must coordinate closely with other units under the Ministry and relevant ministries and agencies. The results must be reported annually by November 5 and submitted to the Department of Administrative and Non-Business Finance for consolidation. If amendments or supplements become necessary, the relevant units must submit reports for the Ministry’s leadership to review and decide.
