Digital transformation on Health Insurance: Maximizing convenience for Health Insurance participants

From June 1, 2025, Vietnam Social Security (VSS) stops issuing paper health insurance (HI) cards. Instead, citizens will use modern, electronic methods to replace the paper card, such as the VssID – Digital Social Insurance application, the VNeID application, or a chip-based Citizen ID card for HI medical examination and treatment. The method marks a significant step forward in reducing administrative procedures and promoting digital transformation in the implementation of HI policies.

In line with the global trend of digital transformation and the national digital transformation strategy, along with the determined directives of the Party and the State in the new era, VSS has invested in building an advanced IT system that aligns with the e-Government vision toward a Digital Government. This system features nationally integrated, centralized, and internationally standardized infrastructure. Its business processes are highly automated and operated by a high-quality IT officials, ensuring comprehensive social security services to people and businesses.

As of early 2025, 95.52 million people have participated in the HI scheme in Vietnam, accounting for 94.2% of the population. With such universal coverage rate, digital transformation in the HI not only reduces administrative procedure but also enhances management efficiency and saves costs of implementing HI medical examination and treatment for both health facilities and VSS system.

VSS has currently integrated and shared data between the National Population Database and the National Insurance Database, verifying over 100.2 million citizen records. Among these, approximately 90.9 million individuals are participants and beneficiaries of social insurance, health insurance, and unemployment insurance schemes, accounting for 99.2% of total participants, excluding the armed forces and their dependents. All HI medical examination and treatment facilities nationwide now accept chip-based Citizen Identification Cards (CICs) for HI medical examination and treatment, with over 214 million successful HI card information lookups through personal identification numbers or CICs for HI medical examination and treatment. This method shortens HI medical examination and treatment procedures to just 6–15 seconds. Additionally, HI card images via the VssID or VNeID apps enables users to easily access their HI information without carrying a paper card, significantly reducing traditional procedure during medical examination and treatment visits.

VSS also proactively cooperates with the Ministry of Health, the Ministry of Public Security, and relevant agencies to pilot data connectivity for HI medical examination and treatment. This collaboration supports the implementation of digital health records, referral letters, and appointments integrated into the VNeID app. Regarding digital health records deployment, 314,155,645 data entries have been sent from HI medical examination and treatment facilities to VSS system nationwide. Among them, 152,128,607 successful lookups have linked health records, referral letters, and follow-up appointments to the National Population Database for integration into the VNeID app. Additionally, nationwide data submissions include 1,363 facilities sending 6,255,215 driver’s health certificates; 1,951 medical examination and treatment facilities sending 2,361,179 birth certificates; and 796 facilities sending 31,024 death notices.

Under the amended Law on Health Insurance, from June 1, 2025, citizens will be required to use the digital HI cards when seeking medical examination and treatment. These digital cards use biometric authentication to ensure high security and prevent misuse or fraud by those using others’ cards. The digital card images are also encrypted and protected according to technical standards and legal regulations. These new policies not only protect citizens’ rights but also improve the effectiveness of the healthcare system, facilitate access to HI medical examination and treatment, and accelerate digital transformation in the social security implementation and state governance.

VSS shall continue to actively coordinate with healthcare facilities to promote and guide the public to use digital HI cards via the VssID, VNeID app, and chip-based CICs when using health services. Therefore, all citizens benefit from digital transformation, gradually moving towards the goal of a digital citizenship and surveillance society, and maximizing the convenience and benefits of health insurance participants.
