VSS general director urges continued digital transformation

General Director of Viet Nam Social Security Nguyen The Manh has called on the entire sector to continue implementing a unified and effective set of solutions, with a primary focus on accelerating information technology (IT) project progress.

The efforts must ensure that IT infrastructure operated smoothly, securely and met growing demands, Manh said on December 23 while he presided over a conference to review the achievements of digital transformation and the implementation of Project 06 this year. The Project 06 is the project on developing and applying the population data and electronic identification and authentication to serve national digital transformation.

Manh, also head of the Viet Nam Social Security’s Digital Transformation Steering Committee, told the sector to research, advise and propose timely expansion of comprehensive online public services, particularly those that facilitate connections, to make it easier for citizens and businesses to access the services.

Additionally, he emphasised the need to strengthen collaboration with ministries, sectors and localities to effectively implement the tasks outlined in the Project 06, especially in the areas of data synchronisation, cleaning and enrichment.

The sector must continue to enhance the awareness and digital transformation capabilities of civil servants, public employees and workers throughout the system, through specialised training programmes.

Manh also stressed the importance of communication efforts to help the public and businesses better understand, trust and use the digital services provided by the Viet Nam Social Security.

The goal was to promote the image of the Viet Nam Social Security as "modern and professional" across society.

“I am confident that with a sense of responsibility, creativity and strong determination, we will continue to achieve significant progress in the sector's digital transformation, making a valuable contribution to the national digital transformation process,” he added.

Also at the conference, Manh acknowledged and commended the sector's outstanding achievements in digital transformation and the implementation of Project 06 this year.

He described the results as impressive, bringing substantial benefits and conveniences to citizens, workers and businesses, which had been highly praised by the Government, ministries and local authorities.

The sector had successfully rolled out comprehensive online public services, non-cash social insurance benefit payments and a wide range of services across various platforms, providing citizens with numerous options to engage with and benefit from social policies.

As a result, the Viet Nam Social Security remained among the top ministries and sectors for public and business satisfaction this year.

Speaking at the conference, Deputy General Director Tran Dinh Lieu suggested that the Viet Nam Social Security's subordinate units should intensify their efforts in digital transformation.

Heads of the units should carefully assess each process, from reception to resolution and benefit payment, identifying areas where technology had not been applied then considering solutions for implementation.

“This is a crucial factor for improving efficiency, reducing workload and streamlining the organisational structure,” he said.

Pioneering in digital transformation

Presenting a report at the event, Deputy General Director Chu Manh Sinh assessed that the Viet Nam Social Security had consistently led the way in digital transformation by innovating processes and offering online public services.

The sector achieved numerous notable outcomes this year, including the standardisation of the service quality evaluation index for citizens and businesses on the National Public Service Portal.

The Viet Nam Social Security ranked third among ministries and sectors, scoring 80.37 points.

Regarding data verification, cleaning and enrichment, the Viet Nam Social Security system had verified over 99.6 million demographic records in its database, which was managed in collaboration with the National Population Database.

More than 89.5 million people were currently participating in or benefiting from social, health and unemployment insurance, accounting for 98.9 per cent of total participants (excluding the military and military personnel dependents).

The push for non-cash social insurance payments was also progressing.

By the end of this year, it was expected that around 80 per cent of beneficiaries in urban areas would receive social insurance and unemployment benefits via personal bank accounts, surpassing the government’s target by 20 per cent.

The IT infrastructure, network systems and business software were being maintained, updated and upgraded regularly to meet operational demands and ensure secure and stable system performance.

In terms of administrative reform, the full implementation of online public services and integration across multiple platforms, including the Viet Nam Social Security’s Portal, the National Public Service Portal, the VssID app (the digital social insurance application) and external Insurance Value Added Network (IVAN) service provider, was ongoing.

Furthermore, efforts to enhance the digital transformation awareness of civil servants, public employees and workers, as well as the effective implementation of tasks within Project 06, clearly demonstrated the sector’s determination and unceasing efforts.

In addition to the achievements, conference’s participants also discussed the ongoing challenges faced in the digital transformation process, particularly regarding the quality of online public services, ensuring transparency and convenience for citizens, and improving the stability, security and efficiency of IT systems.

They also focused on enhancing cooperation between units within the sector and with external agencies to better meet the goals of digital transformation and Project 06.
