Perfecting health insurance policies, better meeting the benefits of participants

In the afternoon of October 31st, the National Assembly (NA) at - the hall discussed the draft Law on amending and supplementing a number of articles of the Law on Health Insurance. On behalf of the drafting and the reviewing agencies, Minister of Health Dao Hong Lan affirmed the full acknowledging the opinions of delegates at the discussion session and perfect the draft law.
Lan said that the goal of the Resolution 20/NQ-TW in 2017 on strengthening the protection, care and improvement of the people’s health in the new situation as follows: By 2030, 95% of the people shall participate in health insurance. In addition, improving the quality of medical examination and treatment for the people is also one of the key tasks that the Party, the NA, and the Government have assigned to the health sector, social insurance agencies, and localities.
Explaining some of the contents raised by the delegates, Lan said that regarding the conditions for transferring patients. This is also a new content and implementing the direction of the NA Chairman and the Prime Minister, amending to ensure the most convenience for the people, ensuring the stability and solidity of the health system, especially at the grassroots health system.

Of which, the draft law also mentions issues related to serious diseases, diseases requiring high technical expertise, and specialized hospitals. This issue has been considered so as to both meet the goal of serving patients and ensuring a balanced system.
Lan also agreed with the NA delegates' viewpoints that, in addition to implementing medical examination and treatment, the consolidation and development of the grassroots health system is also a challenging problem and there have been synchronous solutions.
Regarding the remote medical examination and treatment, this content also institutionalizes the provisions of the Law on Medical Examination and Treatment, which states the conditions for remote medical examination and treatment, and what technical expertise. The Law on Health Insurance should be considered to amend in order to ensure the payment ability as well as resources to implement remote medical examination and treatment. This is also a solution to support the development of grassroots health system.
Regarding the regulations on interconnection of test results mentioned at the Law on Medical Examination and Treatment, Lan said that to ensure the implementation of this content, many synchronous solutions shoul be made to have a new synchronous infrastructure to meet the requirements of interconnection.

The Lan also explained the issues raised by delegates related to health insurance payments for squint eyes treatment; drug adjustments between hospitals; payment for medical examination and treatment, etc.
Concluding the discussion, Vice Chairwoman of the NA Nguyen Thi Thanh said that the majority of NA delegates highly appreciated the sense of responsibility of the drafting agency and the agency in charge of reviewing the draft Law, promptly reporting and absorbing the in-group discussion opinions of the NA delegates.
The Vice Chairwoman of the NA said that the delegates spoke enthusiastically, frankly, and went straight to the point with a constructive spirit and high responsibility, serving as a basis for revising and perfecting the draft Law in terms of both the content of regulations and legislative techniques. The basic opinions agreed on the amendment and supplementation to a number of articles of the Law on Health Insurance in order to continue institutionalizing the Party's viewpoints on developing universal health insurance, promptly solve difficulties arising from realities, ensuring unity with the Law on Medical Examination and Treatment, and the Law on Social Insurance.
The delegates also mentioned many practical issues in order to perfect the provisions of the law, ensuring the people's access to quality, convenient and quick health services. The Vice Chairwoman of the NA said that the NA Standing Committee will direct the examining agency, the drafting agency and relevant agencies to seriously absorb, fully and thoroughly explain the opinions of the NA deputies, promptly complete the draft Law so that it shall be submitted to the NA for consideration for approval at the second phase of the 8th Session./.
