Submitting the Law on amending and supplementing a number of articles of the Law on Health Insurance to the NA

According to the agenda of the 8th Session of the 15th National Assembly, in the morning (October, 24th), Minister of Health Dao Hong Lan, authorized by the Prime Minister, presented the Proposal for the Law on amending and supplementing a number of articles of the Law on Health Insurance. Afterwards, Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh presented the Report on the examination of this draft law.

In the afternoon of the same day, National Assembly deputies will conduct in-group discussion  draft Law amending and supplementing a number of articles of the Law on Health Insurance.

To the afternoon of October 31st, at Hall, the National Assembly will discuss in a plenary sessionl about the draft Law on amending and supplementing a number of articles of the Law on Health Insurance; at the end of the discussion session, the Minister of Health will explain and clarify a number of issues raised by National Assembly deputies.

It is expected that by the afternoon of November 27th, 2024, the National Assembly will vote to pass the Law on amending and supplementing a number of articles of the Law on Health Insurance.

According to the Ministry of Health, after 15 years of implementation, the Law on Health Insurance has truly come into effect, affirming the correctness and suitability of the health insurance policy and regime in the the principle of risk sharing, which is a mechanism to ensure financial resources for the people's medical examination and treatment needs, ensuring social security and international integration.

However, in the implementation process, there have been problems, inadequacies, and limitations that need to be adjusted, specifically: Regarding health insurance participants; scope of health insurance benefits; registration for initial medical examination and treatment, health insurance referral; health insurance contribution levels for health insurance examination and treatment contracts, etc.

Therefore, amending and supplementing the Law on Health Insurance is necessary to ensure that theb people can participate in health insurance under appropriate groups of subjects; ensure the rights of health insurance participants in accordance with health care needs, professional requirements and the payment capacity of the health insurance fund. In addition, the amended and supplemented Law will facilitate the provision and use of health insurance examination and treatment services; improve the operational efficiency of grassroots health care and the management and use of the health insurance fund.

The draft law includes 4 groups of policies: Adjusting the subjects participating in health insurance in synchronous with the provisions of relevant laws; Adjusting the scope of health insurance benefits in accordance with the contribution level, balancing the health insurance fund and health care requirements in each period; Adjusting relevant regulations on health insurance in accordance with the level of technical expertise in medical examination and treatment and promoting the role of grassroots health care in primary health care and health insurance examination and treatment; Allocating and using the health insurance fund effectively.
