Vietnam Social Security reviews and accelerates the progress of 2024 targets and tasks implementation in 2024

On October 3rd, in Hanoi, Nguyen The Manh, VSS’ General Director chairs an the industry’s expanded leadership meeting. Attending the meeting were Deputy General Directors: Tran Dinh Lieu, Dao Viet Anh, Le Hung Son, Nguyen Đuc Hoa, Chu Manh Sinh, and leaders of VSS’ several Department.

At the meeting, VSS’Office Chief reported on the progress of the industry’s tasks assigned by the Prime Minister for the year of 2024, as well as the provincial social security tasks implementation assigned by the industry’s leadership under conclusion by affiliated units and local social security offices. As of September 30th, VSS had completed 8 out of 15 tasks assigned by the Prime Minister for the year of 2024, with the remaining 7 tasks currently being carried out within the designated timeframe. There are 240 tasks under VSS leader’s conclusion. The affiliated units and local social security offices have completed 157 tasks. Additionally, 207 recommendations from local social security offices have been essentially resolved by Vietnam Social Security.

At the meeting, Department Directors of the Medical Review Center, Social Insurance Implementation Department, Finance and Accounting Department, Planning and Investment Department,VSS’ Inspectorate, the Information Technology Center, and the Media Center, reported on the implementation of tasks and targets assigned up to September 2024, as well as the challenges, difficulties, and plans for the remaining months of the year.

Duong Van Hao, Director of the Department of Contribution Collection – Insurance Book and Card, reported the progress of legislative formulation related to social, health, and employment; as well as the coordination with various ministries and industrys in implementing related tasks. Regarding the revenue and participant expansion targets for 2024, Hao noted that there was significant growth in August and September. Specifically, in September the number of in compulsory social insurance participants increased by approximately 150,000, while the number of voluntary social insurance participants also had a significant rise. These results indicate that the directives and solutions of Vietnam Social Security have a positive impact. However, Hao assessed that there are still many challenges to achieve the 2024 targets. Therefore, the leader of the Department of Contribution Collection – Insurance Book and Card recommended that the industry’s leadership continue issuing directives and work with localities that have low results; organize and chair conferences on tax data guidance and review; and research solutions in collaboration with ministries, industries, and localities to support the voluntary social insurance and household-based health insurance participants facing difficulties due to natural disasters and without being able to continue their participation...

Le Van Phuc, Director of the Health Insurance Implementation Department, reported the department’s progress in legislative development on the health insurance from the beginning of the year until now, particularly under the amendment of the Health Insurance Law, the Pharmaceutical Law, and Decree 146...; he also provided updates on the implementation of the 2024 budget estimate for health insurance examination and treatment covered in light of the increase in the base salary, as well as the resolution of difficulties and obstacles faced by localities.

At the meeting, the Deputy General Directors gave speeches and directed their respective field responsibility. In conclusion, Manh assigned the Office to review the progress and results of the industry’s tasks assigned by the Prime Minister, as well as the tasks assigned by the industry’s leadership to affiliated units and local social security offices; clarify the timeline, progress, and responsible units; identify which units or localities are behind with schedule so that the industry leaders direct and speed up the implementation.

Regarding the political tasks and targets for 2024, the Office is tasked with compiling and clarifying which localities have low coverage of social, health and unemployment insurance, high levels of debt, and unreasonable increases in health insurance medical examination and treatment costs,.. in order to assist the industry’s leadership in their management and decision-making.

“In the last months of the year, the industry has to complete a lot of tasks. The units, as well as the social security offices of provinces and cities, need to focus and be even more determined. The goal is to complete and exceed the assigned targets and tasks, especially in terms of expanding social, health and unemployment insurance coverage; controlling health insurance examination and treatment costs to ensure participants’ right; advancing administrative reforms, digital transformation, and implementing the Government’s Scheme 06,” said Manh.

In October, Manh requested that the entire industry intensify communication work during the peak months at the end of the year; provide care and support for people in areas affected by natural disasters; and, in particular, continue to focus on participating in the legislative process, including amendments to the Law on Health Insurance and the Law on Employment... Related units urgently compile information to National Assembly representatives regarding the results and processes of legislative development, as well as the industry's recommendations, to ensure that the representatives have all necessary information ahead of the National Assembly session./
