Responsibility and role of leaders in VSS’ digital transformation be further enhanced

The leader’s political plays a crucial role in the digital transformation implementation effort of Project 06. Leader must be actively involved, both direct and participate in the digital transformation work to achieve effective results.

Manh also identified other key lessons learned in implementing this work: (1) Innovate thinking and awareness in digital transformation; be ready to eliminate outdated practices and replace with new methods related to information technology application to achieve higher efficiency. (2) When developing business processes, ensure they are suitable and ready for implementation in an electronic environment. (3) Be prepared to share and exploit data between the national insurance database and other national and specialized databases in accordance with regulations, to enhance the quality and efficiency of state management and provide online public services to citizens and businesses. (4) The evaluation of digital transformation results must use the satisfaction of citizens and businesses as the key measure.
Regarding the important tasks of digital transformation and the implementation of Project 06 in the upcoming period, Manh directed the heads of units and Directors of provincial Social Security offices to:
Firstly, it is nececessary to closely follow the directions and leadership of the Government, the Prime Minister, the industry's leaders, the digital transformation plan, and the implementation of Project 06, ensuring the completion of 100% of the assigned tasks for 2024 on schedule.
Secondly, the responsibility and determination of leaders in implementing digital transformation and Project 06 are further enhanced. Assign tasks attach with clear roles, responsibilities, timelines, and expected outcomes. Awareness among all civil servants, public employees, and workers in the sector about digital transformation, ensuring information security and data protection is raised, especially for the team directly performing tasks and frequently interacting with citizens and businesses.
Thirdly, the national insurance database continues to be built and “enriched”, the verification and sharing of data between the national insurance database and other national and specialized databases are intensified to improve management efficiency and provide online public services.
Fourthly, business processes in the digital environment is reviewed, simplified, connected, and integrated; strictly complied with the implementation of tasks in the digital environment to increase labor productivity, closely manage revenue and expenditure, prevent abuse, and reduce administrative procedures in a way that facilitates the fastest and most convenient implementation by citizens and businesses while ensuring accurate and tight management.
Fifthly, the exploitation of the sector's existing large data sources is enhanced and the application of AI in management, administration, decision support, and policy-making is promoted.
Sixthly, communication to the public about digital transformation efforts is intensified, the implementation of Project 06 by the Government and the Vietnam Social Security industry creates consensus among citizens, businesses, and all levels and sectors.
