The Ministry of Health (MOH) provides information on the beneficiaries, benefits, and duration of health insurance enjoyment according to Decree No. 75/2023/ND-CP

MOH has just issued Document No. 2068/BYT-BH dated April 23, 2024 on addressing challenges in the implementation of Decree No. 75/2023/ND-CP, sent to the Ministry of Labor, War Invalids and Social Affairs (MOLISA); the People's Committees of provinces and centrally-run cities; and the Vietnam Social Security (VSS) regarding the obstacles encountered.

Accordingly, in recent times, MOH has received official letters from several People's Committees of provinces, centrally-run cities, and MOLISA, reflecting some difficulties and obstacles in the implementation process of Decree No. 75/2023/ND-CP. MOH has the following opinions:

On October 19, 2023, the Government issued Decree No. 75/2023/ND-CP amending and supplementing some articles of Decree No. 146/2018/ND-CP detailing and guiding the implementation of some provisions of the Law on Health Insurance. Specifically:

- At Point c, Article 1, Clause 2 of Decree No. 75/2023/ND-CP, it is stipulated: "Ethnic minorities living in areas of communes classified as II, III, especially difficult villages belonging to ethnic minority areas and mountainous areas during the period 2016-2020, which are no longer on the list of communes classified as II, III, especially difficult villages belonging to ethnic minority areas and mountainous areas during the period 2021-2025 according to the Prime Minister's decision."

- At Clause 3, Article 1 of Decree No. 75/2023/ND-CP, it is stipulated that the state budget shall support at least 70% of the health insurance premiums for the subjects specified under Point c, Clause 2 of this Decree.

- At Clause 3, Article 3 of Decree No. 75/2023/ND-CP, it is stipulated: "The state budget shall support the subjects specified in Point c, Clause 2 of this Decree for a period of 36 (thirty-six) months from November 1, 2023."

MOH respectfully sends this letter to MOLISA; the People's Committees of provinces, centrally-run cities; and VSS to be aware of and strictly comply with the regulations to ensure the rights and benefits of people enjoying health insurance policies.

MOH states that this document replaces Official Letter No. 917/BYT-BH dated March 1, 2024, of MOH regarding the implementation of Decree No. 75/2023/ND-CP.
