VSS digital transformation brings numerous benefits to people and businesses

In 2022, the Digital Transformation of the VSS continues to make steady progress, especially in the implementation of the Prime Minister's Decision No. 06/QD-TTg dated January 6, 2022, which has been bringing about turning points in all activities of the industry, contributing to creating and successfully building the Vietnamese digital social insurance industry, in line with the orientation of the Digital Government, meeting the requirements of ensuring national social security, serving people and businesses more comprehensively.

In the past year, the VSS continued to drastically deploy and operate the industry's IT system in the direction of e-Government towards digital government; integrated and concentrated at the national level, modern and up to international standards; with high-level automation business processes, operated by high-quality IT human resources; meeting the requirements of ensuring national social security, and serving people and businesses more comprehensively in the field of social, health and unemployment insurance.

Currently, the entire VSS industry has nearly 30 IT application systems to manage business processes, with more than 20,000 accounts in the industry regularly accessing and exploiting to perform the industry's operations. The industry has built and completed the database warehouse of over 98.7 million people; connected with nearly 13,000 health facilities; more than 620 thousand organizations and enterprises are using public services nationwide. The electronic social insurance transaction system and the health insurance assessment information system annually receive about 300 million online transaction records. The VSS has also connected, shared and exploited data information with national databases and specialized databases through the integrated national data sharing platform, which so far has done more than 500 million authentications and shared information with ministries, branches and localities. These are important prerequisites for the organization and implementation of social, health and unemployment insurance policies in the digital environment, and also are the foundation in digital transformation, application of Big Data and AI technologies, aiming to become a modern social security organization of the industry.

Effectively implementing Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister (Project 06), the VSS is the first unit that has successfully connected to the national population database right since it was officially put into operation. It is estimated that by the end of December 2022, the system has verified over 71.2 million pieces of demographic information contained in the national insurance database with the national population database. At the same time, the VSS has also provided and shared nearly 62.3 million turns of social and health insurance information for the national population database.

In addition, the VSS has coordinated with relevant ministries and branches to implement techniques to ensure the step-by-step use of chip-based ID cards, and the national electronic identification application (VNEID) to replace paper health insurance cards in medical examination and treatment covered by health insurance, helping the participants reduce the time, procedures and papers when going for healthcare; piloting the integration of fingerprint biometric authentication technology on chip-mounted ID cards in health-insurance-based medical treatment and in receiving records, returning results of administrative procedures at the "one-stop" department of the social security agency, helping participants and beneficiaries perform administrative procedures on social, health and unemployment insurance quickly and conveniently. As a result, it is estimated that by the end of December 2022, the whole country has more than 12,000 healthcare facilities under health insurance that can look up information on health insurance cards using chip-based ID cards in healthcare services covered by health insurance (accounting for 93.8% of the total number of health care facilities covered by health insurance nationwide).

The integration and implementation of public services on the National Public Service Portal are also actively and jointly implemented by the VSS, including the integration of public services "Solving unemployment benefits", "Renewing household-based health insurance cards with deduction of premium” (from July 2022); Connecting and piloting 02 public services "Registration of birth - registration of permanent residence - issuance of health insurance cards for children under 6 years old", "Registration of death - Removal of permanent residence registration - Funeral allowance". Accordingly, it is estimated that by the end of December 2022, the VSS has received from the National Public Service Portal to confirm and pay the UI payment process for nearly 50,000 cases serving unemployment benefits for employees; more than 50,000 turns of successful household-based health insurance renewal transactions. After more than 1 month of piloting 02 groups of interconnected services, the Social Security Office of Ha Nam Province and Hanoi have received and processed 2,897 dossiers of issuance of health insurance cards for children under 6 years old and settled for funeral allowances.

It can be seen that, with a regularly updated database source and a wide-spread IT system, the connection and sharing of data of the VSS industry with ministries and branches helps to standardize data, both serving management work and the reform and connection of administrative procedures, contributing to the building of e-Government, for the rights and interests of people, units and businesses.

Those benefits continue to be proof that the digital transformation of the VSS industry is on the right track, bringing about initial positive results in the implementation of Project 06, contributing to serving participants of social and health insurance better./.
