Digital Transformation of VSS Sector for Sustainable National Social Security Development

In 2023, the Digital Transformation of VSS Sector continues with steady progress, particularly in the implementation of Government Project 06, which has brought about transformative changes in all activities, creating a crucial platform for the professional and modern development of the sector, ensuring the satisfaction of participants and beneficiaries of social and health insurance policies.

A Solid Data Foundation Creates Outstanding Value

In the realm of digital transformation, it is clear that digital data serves as the fundamental and most important foundation. As the agency entrusted by the government to manage the National Insurance Database according to Decree No. 43/2021/NĐ-CP, Vietnam Social Security (VSS) has a heightened awareness of this issue. Therefore, leveraging the existing IT infrastructure, VSS has prioritized and enriched the databases of the sector and the national insurance system, laying a crucial foundation for promoting digital business operations within the sector and driving national digital transformation as a whole.

VSS Continues to Prioritize and Enrich Databases, Laying a Crucial Foundation for Promoting Digital Business Operations

VSS has proactively collaborated with ministries, sectors, and localities in the construction and improvement of insurance databases. Additionally, it has connected and shared data between the national insurance database and other specialized national and sector-specific databases to serve state management and provide online public services. Effectively implementing Prime Minister's Decision No. 06/QĐ-TTg dated January 6, 2022 (Project 06), VSS was the first unit to successfully connect with the national population database as soon as it was officially put into operation. By December 2023, VSS had verified over 95 million demographic records in the database managed by VSS, with approximately 86.6 million participants and beneficiaries of social, health, and unemployment insurance policies, accounting for 97% of the total number of participants (excluding armed forces personnel and military dependents). VSS has also actively collaborated with relevant ministries and sectors in the implementation of two online public service groups: "Birth Registration - Permanent Residence Registration - Issuance of Health Insurance Cards for Children under 6 years old" and "Death Registration - Removal of Permanent Residence Registration - Funeral Support, Funeral Allowance." Furthermore, it has implemented online public services for unemployment benefit resolution.

VssID Application - A Powerful Breakthrough in the Digital Transformation of VSS Sector. After over 3 years of implementation, the users increasingly understand the benefits, significance, and role of the VssID application, not only in providing information, conducting online public services related to social insurance, health insurance, and unemployment insurance but also in monitoring the social insurance, health insurance, and unemployment insurance contributions of employers for employees, thereby contributing to preventing abuse and misappropriation of the social insurance fund.

Digital Transformation for Sustainable National Social Security Development

Building upon the achievements in IT application and digital transformation, in the upcoming period, VSS will continue to undertake various tasks in comprehensive digital transformation, prioritizing the implementation of online public services that allow citizens, workers, and businesses to participate in and enjoy social insurance, health insurance, and unemployment insurance schemes at any time and from any location.

In particular, on December 22, 2023, the Director-General of VSS, Nguyen The Manh, issued a plan to launch a movement with the theme: "Digital Transformation of the VSS Sector for Sustainable National Social Security Development" for the period 2023-2030 to be implemented throughout the sector.

VSS Vietnam will continue to carry out various tasks in comprehensive digital transformation, prioritizing the implementation of online public services

From now until 2030, the entire sector will focus on deploying solutions to continuously improve, upgrade, and enhance technical infrastructure, electronic 'one-stop' information systems, meeting the requirements of digitization and utilizing the digitized results of records, documents, and the resolution of administrative procedures, as well as connecting and sharing data with national information systems and specialized databases.

The entire sector strives to achieve the following goals during the 2024-2025 period: 100% of the 'One-Stop' departments of all levels of Social Insurance will deploy applications for biometric authentication based on chip-embedded Citizen Identification Cards, VNelD applications, and the national population database in receiving documents and providing results for administrative procedures. 100% of the administrative procedures in the sector that meet the conditions will provide full-process online public services integrated and provided on the national online public service portal. 100% of administrative procedures will be standardized, reduced, and simplified based on the authentication and data sharing of the national population database or the use of electronic identification and authentication provided by the Ministry of Public Security. 90% of information systems related to citizens and businesses in VSS have been put into operation, interconnected, and linked through the National Document Interconnection Axis and integrated data sharing platforms; information of citizens and businesses has been digitized and stored in national databases and specialized databases, eliminating the need for duplicate submissions.

During the 2026-2030 period, the entire sector will continue to maintain the achieved goals in the 2024-2025 period and aim to achieve the following objectives: Perfecting sector regulations and guidelines, coordinating with competent authorities to improve institutions and policies, creating conditions for the development and provision of digital applications and services. Maintaining and expanding information infrastructure, software, applications, and data related to participants in Social, Health, and Unemployment Insurance. Completing the construction of the national insurance database, connecting and sharing information and data of participants and beneficiaries of Social, Health, and Unemployment Insurance with national databases and specialized databases to serve state management and provide online public services. Enhancing and expanding multidimensional data analysis tools, visualization, aggregation, statistics, and reporting to support direction, operation, and decision-making or proposing policy changes related to Social, Health, and Unemployment Insurance.

It can be seen that from now until 2030, the digital transformation goals of the VSS sector are very specific and clear, all aimed at bringing optimal and improved benefits to participants and beneficiaries of policies with the perspective of 'Putting citizens and businesses as the subject, serving as the center'.
