VSS: effectively implement the Gov’t decree on Law on Residence

After three years of implementing Government Decree No. 62/2021/NĐ-CP, Vietnam Social Security (VSS) has made significant strides in accelerating digital transformation. This includes the completion of infrastructure and database systems for social insurance, unemployment insurance, and health insurance, with a particular focus on the national insurance database. VSS has successfully integrated, interconnected, and shared information and data with various ministries and sectors, while also streamlining and reforming administrative procedures within their authority. These efforts have effectively met the task requirements assigned by the Government and the Prime Minister.

VSS has promptly distributed Decree No 62/2021/NĐ-CP across the entire sector via the Document Management and Operation System (Eoffice) and made it available in the VSS Portal’s law dissemination section. The dissemination focuses mostly on key regulations related to various types of papers and documents that prove legitimate residence; as well as those that establish kinship relations. This includes dossiers and procedures for cancelling permanent or temporary residence registration; as well as the establishment, management and utilisation of the residence database. It also covers the provision and exchange of information and documents from the residence database to agencies, organisations and individuals.
Proactively engage, collaborate, and leverage residence database
In terms of the information technology infrastructure, VSS presently operates a centralised data center (Main Data Center, along with a Backup Data and Disaster Recovery Center), as well as a wide area network (WAN) transmission system connecting the central-level social security offices to provincial and district-level offices. VSS has successfully migrated to IPv6 addresses for its information systems. All software and data systems are centrally managed and operated at VSS's Data Center.
VSS has successfully implemented 28 application systems to streamline professional operations, ensuring that all sector activities are efficiently carried out using application software. Additionally, all staff and workers have been equipped with digital signatures, enabling effective management and settlement of professional activities. The internal leadership, management, and administration activities of the sector are uniformly conducted on the Eoffice platform, facilitating seamless connectivity and integration for document exchange with relevant units and organisations. Furthermore, the exchange of documents among agencies is exclusively electronic and digitally signed using specialized digital signatures provided by the Government Cipher Committee. Records are meticulously created, archived, and shared electronically in accordance with regulations. VSS has established connections with over 13,000 healthcare facilities providing health insurance-based medical services to collect data for proposing payment of health insurance-based medical costs. Moreover, more than 621,000 businesses have engaged in electronic transactions with the social security offices through the VSS Portal.

VSS can be said as a Government agency which is at the forefront of integrating remote signing solutions into the Medical Claim Review Information System's data portal and VSS's Public Service Portal. With Remote Signing, users can perform digital signatures using a smartphone or tablet, eliminating the need for a USB token as required by traditional digital signatures. Additionally, VSS has collaborated with the Ministry of Public Security to enable the use of VNeID accounts for login and VssID accounts, ensuring the gradual implementation of Decree No 59/2023/NĐ-CP on electronic identification and authentication. This initiative also meets the public's demand for using VSS's application while complying with the electronic identification and authentication regulations.
The use and exploitation of information in the National Population Database to serve the settlement of administrative procedures has been carried out by VSS on a synchronous and effective manner, satisfying the needs of organisiations, businesses and people.
The entire Vietnam social security industry has successfully received and processed over 13.5 million electronic transaction records, equivalent to 94.3 million records associated with each laborer, representing 86 per cent of the total records received. This surpasses the target set in Decision No 17/QĐ-UBQGCĐS, dated April 4, 2023, by 23 per cent. Additionally, 80 per cent of administrative procedures (20 out of 25 administrative procedures) have been equipped with online public services through the National Public Service Portal. Notably, 100 per cent of individuals and businesses utilising online services have been seamlessly identified and authenticated, and integrated into the VSS' electronic social insurance transaction system, which is centrally deployed nationwide. Furthermore, 100 per cent of the results of resolving administrative procedures by Vietnam Social Security have been digitised.
In addition, VSS has incorporated a virtual assistant into the Customer Care Centre hotline (1900.9068, extension 8) to assist VssID users with reissuing accounts and passwords. Effective coordination between VSS and various ministries and sectors, including the Ministries of Public Security, Labour, Invalids and Social Affairs, and Health, has facilitated seamless connection and information sharing with the national database and other specialised databases.
Accelerating administrative reforms
The VSS has issued implementation plans, mandating that heads of subordinate units and directors of social security offices in provinces and cities strengthen their responsibility in implementing administrative procedure reform. In response to the Government’s Decree No 104/2022/NĐ-CP dated December 21, 2022, which amends and supplements certain articles of decrees related to the submission and presentation of household registration books and temporary residence books during the execution of administrative procedures and the provision of public services, the VSS has reviewed and amended operational procedures to ensure compliance. Simultaneously, it has dispatched documents to social security offices in provinces to facilitate the receipt, processing, and return of results for administrative procedures without necessitating the submission and presentation of household registration books.
VSS has actively and proactively collaborated with various ministries and sectors to integrate and provide online public services through the National Public Service Portal. Specifically, VSS has partnered with the Ministry of Public Security and the Government Office to incorporate reduced contribution rates in the renewal of health insurance cards for households. Additionally, VSS has worked with the Ministry of Public Security, the Government Office, and relevant ministries and sectors to interconnect birth registration, permanent residency registration, and health insurance card issuance for children under six years of age, as well as death registration, removal of residency registration, and funeral allowance. Furthermore, VSS has collaborated with the Government Office and the Ministry of Labour, Invalids, and Social Affairs to facilitate the processing of unemployment benefits.
VSS has successfully completed the restructuring of vital online public services, effectively meeting the requirements outlined in Project 06 and Prime Minister’s Decision No 422/QĐ-TTg. The deployment of online public services has significantly improved the accessibility and efficiency for organisations, businesses, individuals, and social security offices./.
