Social and Health Insurance Communication: Vibrant, Effective, and Spreading Social Security Policies to the Wider Population and Labor Force

In 2023, communication efforts continued to be proactively, timely, and systematically implemented, meeting practical requirements and contributing to the unity in leadership and direction, fostering consensus within the organization in implementing the social security policies of the Party and the State.

The entire political system is involved

Benefiting from the attention and close guidance of the leadership of the Vietnam Social Security (VSS) sector, as well as the active collaboration of various governmental bodies, departments, political and social organizations at all levels, along with media agencies. Aligning with the central work program for 2023 and the Information and Communication Plan for the year, the communication work within the sector has been consistently proactive, timely, and well-organized at all levels, reaching different sectors of the population.

To further enhance the effective implementation of communication work in line with the Resolution No. 28-NQ/TW dated May 23, 2018, regarding the reform of social insurance policies, Resolution No. 20-NQ/TW dated October 25, 2017, focusing on enhancing the protection, care, and improvement of people's health in the new context, and Resolution No. 96/NQ-BCS dated August 24, 2017, from the Party Committee of the VSS regarding the innovation and improvement of the quality and efficiency of social insurance communication work in the new context. Additionally, the directive document 2705/TT-BHXH emphasizes the reinforcement of communication work on social, unemployment and health insurance policies on the Internet and social media platforms.

At the central level, coordination with ministries, sectors, and political and social organizations is deemed essential for effectively carrying out the communication work on social, unemployment, and health insurance, aiming at the nationwide coverage of these policies from the beginning of 2023.

At the local level, provincial and municipal Social Security agencies have proactively collaborated with Departments, Committees, and local authorities to disseminate information about social insurance, labor accident insurance, and health insurance policies to the grassroots level, especially in difficult, border, remote, and deep areas. Simultaneously, they have engaged the political system at the commune level in implementing social, health, and unemployment insurance policies locally.

Based on the guidance of the VSS, most provincial and municipal Social Security agencies have taken the initiative and flexibility in developing detailed communication scenarios tailored to the specific characteristics of each target group, effectively integrating communication efforts with the development of participant engagement. Particularly noteworthy is the regular and proactive reporting of results by provincial Social Security agencies, advising the Provincial Party Committee, People's Council, and People's Committee to issue directives guiding the implementation of social and health insurance policies.

Enhancing the Efficiency of Digital Communication

In 2023, the VSS continued to innovate and invest in the content and form of communication for its social insurance policies, including health and unemployment insurance. These efforts were tailored to suit different participant groups.

Functioning as the official information channel for the VSS sector, the VSS Portal organized the production, editing, and publication of over 2,000 articles, documents, and news items, attracting nearly 30 million visits—an almost twofold increase compared to 2022.

Social media channels played an effective role in diversifying the communication methods for social insurance policies, including social, health and unemployment insurance, reaching out to citizens, workers, organizations, and businesses.

Expanding Innovative Communication Models

Despite the challenges faced in 2023, the VSS sector's efforts yielded noteworthy results, contributing to the overall social welfare and stable livelihoods of the population through the effective implementation of key social insurance policies, particularly social and health insurance. In challenging times, the sector flexibly and effectively implemented various innovative communication models and solutions for social insurance policies.

One notable innovative communication activity, closely aligned with practical considerations, involved local social security branches editing and producing communication materials tailored to ethnic minorities and mountainous communities. Additionally, to promote voluntary participation in social insurance and household health insurance, provincial social security offices regularly organized communication kick-off events, mobilizing voluntary participants on both provincial and district levels.

With a commitment to continuously innovating content, form, and communication methods, as well as effective collaboration with government authorities and media agencies from central to local levels, the communication efforts on social insurance policies and laws by the VSS sector have contributed to changing societal perceptions. This has aided the VSS sector in successfully fulfilling its assigned political tasks and creating a stable and vibrant social welfare landscape./.
