The plan clearly states the purpose and requirements for organizing activities to commemorate the 30th anniversary of the establishment of the sector. This occasion serves to reaffirm the attention of the Party, State, as well as various levels and sectors towards the social insurance cause in general, and the specific policies of social, health, and unemployment insurance in particular. It is an opportunity for officials and employees within the sector to reflect on and take pride in the efforts and endeavors of the VSS sector over the past 30 years, striving to build and develop social insurance.

At the same time, on this occasion, the VSS acknowledges and honors the contributions and efforts of collectives and individuals both within and outside the sector who have made significant contributions to the organization and implementation of social, health, and unemployment insurance policies over the past 30 years. This recognition aims to create favorable conditions and a positive mindset for the entire sector to overcome challenges and strive for excellence in achieving the set targets and missions in the upcoming journey.

Regarding the content of the activities, the focus will be on specific issues as follows:

1. Directive Work: Issuing directive documents on organizing activities to celebrate the 30th anniversary of the establishment of the Sector (Plan for organizing activities, Decision to establish the Steering Committee, Decision to establish Sub-Committees) to carry out specific tasks.

2. Event Organization:

*Historical and Conference/Workshop/Parade Events

- Organizing a commemorative parade event marking the 30th anniversary of the establishment of the Sector at the Central level and connecting key points of Social Security across provinces (Q1/2025).

- At the Central level: Organizing meetings of leadership generations of Vietnam Social Security throughout different periods (Q1/2025). At provincial Social Security offices: Organizing meetings of leadership generations of provincial Social Security and administrative officials at the provincial/district/town/city level throughout different periods (Q1/2025).

- Specialized Workshops (domestic): "30 years contributing to building social security" (Q2, Q3/2024). Specialized Workshop (international): "Vietnam Social Security, 30 years of development and integration" (Q2, Q3/2024).

- Signing cooperation activities with international organizations, partners (World Bank, World Health Organization, French partners, etc.) of VSS on the occasion of celebrating the 30th anniversary of the Sector's establishment (in 2024, Q1/2025).

* Media Events

Launching the writing competition: "Good people, good deeds; notable practices in implementing social security policies" within the Social Security sector (Q1/2024); Summary and award ceremony (Q4/2024).

Launching the composition competition for songs about the Social Security sector (Q1/2024); Summary and award ceremony (Q3/2024).

- Organizing the propaganda competition for Social Security Advocates at the cluster level (Q2/2024); Nationwide finals (Q3/2024).

- At the Central level: Organizing a sports meeting among the units under the VSS, along with a cultural exchange (Q2/2024). At the provincial Social Security offices: Organizing a sports meeting at the cluster level, along with a cultural exchange (Q2/2024).

- Compiling a book and integrating a commemorative album for 30 years of building and developing the VSS sector (completed in Q4/2024).

Producing a documentary film about the 30-year tradition of the VSS sector. Title of the film: "30 years, the anchor of social security" (completed in Q4/2024).

- Organizing conferences, seminars, providing press information on the results of 30 years (1995-2025) of organizing policies, laws on social, health, and unemployment insurance; Results of implementing Resolution No. 28-NQ/TW dated May 23, 2018, of the Central Executive Committee in the 12th term on "Reform of Social Security Policies" for press agencies at the central and local levels for coordination in communication; at the same time, integrating meetings, exchanges, and gratitude (awarding commemorative medals from the Sector) to representatives of leadership of press agencies who have made significant contributions to the communication of social security policies, laws on social, health, and unemployment insurance (Q4/2024).

- Editing a collection of commemorative photos for the 30th anniversary of the establishment and development of the Sector and organizing a photo exhibition at the ceremony commemorating the 30th anniversary of the establishment of the Sector; Building visual propaganda content for the entire Sector during the peak celebration of the 30th anniversary of the establishment of the Sector (completed in Q4/2024).

- Editing commemorative items for the 30th anniversary of the establishment of the Sector; Establishing the Tradition Room of the Sector (completed in Q3/2024).

- Organizing the Honoring Ceremony for outstanding organizations and individuals in organizing and implementing policies on social, health, and unemployment insurance (Q4/2024).

- Producing commemorative media products for the 30th anniversary of the establishment of the VSS (completed in Q1/2024).

* Competitive Events and Rewards Group:

- Developing a plan to honor and reward outstanding teams and individuals within the Sector who have achieved remarkable results and received recognition and rewards (if any) at the commemorative ceremony marking the 30th anniversary of the establishment of the Sector (Q4/2024).

- Creating promotional content to launch a patriotic competition movement in 2024, focusing on the celebration of the 30th anniversary of the Sector's establishment. This includes specific competition criteria, building exemplary models of advancement, good people, and good deeds. The competition encourages proposing initiatives, work solutions, effective models, etc. (Q1/2024).

- Reviewing and considering proposals to award the commemorative medal "For the cause of Vietnam Social Security" to representatives of the leadership of press agencies who have made significant contributions during the 30 years of accompanying the VSS sector (Q3/2024).

Following the implementation of Plan No. 4224/KH-BHXH, the Director-General of VSS requests its subordinate units, Social Security offices in provinces, Social Security under the Ministry of Public Security, and Social Security under the Ministry of National Defense to base their activities on the plan for organizing activities commemorating the 30th anniversary of the establishment of the VSS. Units are instructed to consider the actual situation, proactively implement the organization of commemorative activities at the unit and local levels, ensuring practicality, cost-effectiveness, seriousness, and significance. Additionally, units are required to fully prepare for and actively coordinate in the common activities of the Sector./.
