Deputy Prime Minister Tran Luu Quang has just signed Decision No. 1690/QD-TTg approving the Project "Consolidating the organizational structure, improving state management capacity and law enforcement on digital transformation from central to local levels to 2025, orientation to 2030".

Strengthening the apparatus in principle not increase permament workforce

The viewpoint of the Project is to strengthen the organizational structure, improve state management capacity and enforce laws on digital transformation on the principle of not increasing the payroll of officials and civil servants; does not increase the organization and apparatus of state agencies as required by Conclusion No. 28-KL/TW dated February 21st, 2022 of the Politburo on streamlining staff and restructuring the officers, civil servants.

Form a widespread digital transformation network from central to grassroots level with the participation of state agencies at all levels, organizations, businesses, and the people to maximize social resources and attract the entire community to participate in national digital transformation (Digital Transformation Network).

100% of agencies and localities have strengthened their digital transformatin operating unit

Specific goal by 2025, 100% of ministries, ministerial-level agencies, Government agencies and People's Committees of provinces and centrally - run cities will restructure the organizational apparatus of specialized units in information technology to enhance the implementation of new tasks and solutions on digital transformation.

100% of specialized information technology units of ministries, ministerial-level agencies, Government agencies and People's Committees of provinces and centrally-run cities are increased in staffing from approved staffing sources. assigned by the agency to meet the requirements of implementing new tasks and solutions on digital transformation.

100% of agencies and units under ministries, ministerial-level agencies, and agencies under the Government; departments, divisions and branches under the People's Committees of provinces and centrally-run cities; District and commune-level People's Committees focus on arranging departments or focal points to carry out digital transformation tasks and solutions at agencies and units.

100% of organizations and individuals in the Digital Transformation Network have access to and use nationwide unified digital platforms and toolkits to serve state management and law enforcement on digital transformation.

By 2030, the digital transformation network will be formed, operate effectively, be closely linked, and coordinate synchronously in implementing national digital transformation tasks and solutions.

100% of the human resources workforce performing digital transformation tasks from central to local levels shall be annually trained to improve their capacity to meet state management and law enforcement requirements on digital transformation in accordance with job title and position standards.

7 main tasks and solutions

The project sets out 7 main tasks and solutions:

1- Review and supplement functions, tasks, powers and organizational structures of state management agencies and law enforcement agencies on digital transformation at the central and local levels according to the provisions of the Law on Technology information, the Law on Cyber Information Security, the Law on Cyber Security, the Law on Electronic Transactions and other related legal documents in a centralized, unified manner, with appropriate assignment and decentralization between central agencies and between central and local authorities, clearly defining tasks to be implemented by state agencies; tasks are presided over by state agencies, outsourcing services provided by businesses; Tasks are presided over by state agencies and mobilize social participation for implementation.

6- Establish and promote the operation of the Digital Transformation Network from central to grassroots level.

7- Communicate, propagate and raise awareness of agencies, organizations, businesses and the whole society about the role and meaning of the Project and the Digital Transformation Network, creating a vibrant competitive atmosphere in implementing digital transformation and the contents of the Project.
