At the conference, on behalf of the Permanent Steering Committee and as the Director of Bac Ninh Provincial Social Security Office, Ho Minh The reported on the results of the implementation of Social and Health Insurance policies for the first six months of the year and the direction of tasks for the remaining six months of 2023. Despite the difficulties posed by the residual effects of the Covid-19 pandemic and the overall challenges faced by the national economy and society, the Bac Ninh Provincial Social Security Office made numerous efforts, exerted great determination, and demonstrated flexibility in carrying out its tasks.

The report indicated that during the first six months of the year, the provincial Social Security Office actively provided recommendations and proposals to the Party Committee and government authorities, advocating for administrative procedure reforms, IT applications, and the effective development of participation and implementation of Social and Health Insurance schemes in the province. The key targets were achieved according to schedule. However, issues such as widespread cases of evading Social and Health Insurance contributions, slow progress in expanding the participant base of Social Insurance, irregular coordination between the provincial Social Security Office and the provincial Inspectorate, limited quality of inter-departmental inspections, incomplete and inconsistent healthcare policies and standards among different documents, posed challenges in organizing and implementing these policies effectively. Difficulties were also encountered in the implementation of the Health Insurance Appraisal Information System due to delays in timely data submission by several healthcare facilities, which affected the control of the Health Insurance fund abuses.

In his speech, Comrade Vuong Quoc Tuan, Permanent Vice Chairman of the Bac Ninh Provincial People's Committee, emphasized: Looking back at the 28-year journey of formation and development of the Vietnam Social Security in general, and the development of the Bac Ninh Provincial Social Security Office in particular, we have faced numerous difficulties and challenges. However, thanks to the guidance and attention from the central government and the province, as well as the active cooperation of provincial agencies and units in implementing social, health and unemployment insurance policies in the province, we have achieved solid progress with comprehensive and remarkable results. Especially in 2023, despite the difficulties and challenges posed by the overall socio-economic impact at the national level, the province has overcome obstacles and largely achieved the target of increasing social and health insurance participation rate

Comrade Vuong Quoc Tuan proposed that in the coming period, the Steering Committee should continue to develop specific programs and plans for the year 2023, assign tasks with clear implementation timelines and specific responsibilities. They should also strengthen inspection, supervision, and urge the implementation of policies. The roles and responsibilities of party committees and government authorities at all levels should be enhanced in leading the implementation of Social, Health and Unemployment Insurance policies. The leadership of party committees and government authorities at the grassroots level, including communes, wards, townships, should be emphasized in mobilizing people's voluntary in Social and Health Insurance participation. Efforts should be continued  innovating appropriate propaganda activities in the new context, promoting administrative reforms, and applying information technology in the management and operational activities of Social, Health and Unemployment Insurance, ensuring social security goals for the people and businesses.

In agreement with the opinions of the members of the Steering Committee, Deputy General Director of the Vietnam Social Security, Le Hung Son, proposed that in the coming period, the Steering Committee should continue to effectively carry out advisory work to assist the provincial People's Committee in directing all levels and sectors to implement the Party's guidelines and policies, laws, and state regulations, as well as regulations in the field of Social and Health Insurance in the province.

At the same time, the Steering Committee should provide guidance to assist the provincial People's Committee in directing all levels and sectors to effectively implement regulations related to Social and Health Insurance, carry out administrative procedure reforms, and efficiently apply information technology, including the implementation of online public services at level 4 for Social and Health Insurance. These are fundamental elements for Bac Ninh to achieve annual coverage targets for Social and Health Insurance, increase revenue, reduce the ratio of Social Insurance debt, and prevent abuses and misappropriation of the Social and Health Insurance funds… Moreover, close coordination with relevant sectors, units, and localities is essential to effectively develop the number of policy participants, promptly resolve emerging issues, and ensure the rights and benefits of Social and Health Insurance participants.

"The Steering Committee needs to actively guide the departments, sectors, and leaders of localities in coordinating with the Social Security Office to propose specific solutions for developing participants, while addressing the four existing limitations (accumulated debts, one-time withdrawals from Social Insurance, evasion of contributions, low voluntary health insurance participation rate). Additionally, it is necessary to establish inter-agency inspection teams to recover accumulated debts, rectify labor units showing signs of violations and misappropriation of the Social Insurance and Health Insurance funds, thereby achieving the set goals regarding social security policies and ensuring the rights and benefits of citizens and businesses," emphasized Deputy General Director Le Hung Son.
