Strengthening Communication Efforts, Addressing Lump-Sum Social Insurance Benefits, Ensuring Sustainable Social Security

In response to the suggestions from the electorate of Binh Dinh province prior to the 5th session of the 15th National Assembly regarding the need to enhance information and communication efforts to reduce the withdrawal of lump-sum social insurance benefits and apply information technology to notify citizens, provide access, monitor, and manage individual social insurance contributions, the Vietnam Social Security (VSS) has implemented various diverse and flexible communication methods to enhance the accessibility of information for workers.

The communication content focuses on the rights, benefits, and human values of social insurance and health insurance policies, as well as the challenges faced by workers when receiving lump-sum social insurance benefits. Furthermore, there has been a strong push towards digital transformation and modernizing management methods, shifting from manual processes to more advanced systems. The working style has shifted from administrative to service-oriented, which has been vigorously implemented, creating favorable conditions for the recognition and high evaluation by the community, businesses, and the people.

The Double Loss of Lump-Sum Social Insurance Withdrawals

According to the response document addressing the suggestions from the electorate of Binh Dinh province, issued by the VSS, during the year 2022 and the first six months of 2023, the VSS collaborated with central and local press agencies to publish approximately 47,200 news articles, reports, and features related to social and health insurance on various media platforms. Among them, there were thousands of articles discussing the issue of lump-sum social insurance withdrawals and the disadvantages faced by workers when receiving such payments.

Withdrawing social insurance benefits in a lump sum deprives workers of the opportunity to receive free health insurance cards.

Therefore, it is necessary to implement diverse and flexible communication methods to enhance workers' access to information. This can be achieved by maintaining direct communication and outreach activities at the One-Stop Department of provincial/district-level social security agencies when individuals come to process their lump-sum social insurance requests. Additionally, the helpline of the Social Insurance Department can play a crucial role. Despite receiving detailed advice from the one-stop department officials and having a clear understanding of the rights and drawbacks of participating in social insurance, many individuals, due to unemployment or severe financial difficulties, are forced to choose to withdraw their social insurance benefits in a lump sum. Only a small portion of the population agrees to retain their participation in social insurance. Enhancing communication through the Electronic Information Portal, Facebook Fanpage, and Zalo Official Account of the VSS and provincial social security administrations, as well as in the Social Insurance Magazine, should also be prioritized.

Regarding the various reasons leading to workers choosing to withdraw their social insurance benefits in a lump sum, a survey conducted by the Private Economic Development Research Board and published by VnExpress in April 2023 revealed the following: 77% of workers withdrew their social insurance benefits due to unemployment, loss of income, and immediate financial needs; 14% expressed concerns about the stability of the policy, and 5% cited other reasons. Therefore, in order to reduce lump-sum social insurance withdrawals, alongside strengthening policy communication, a comprehensive and synchronized system of solutions is needed. This should include labor and employment policies, income support, credit assistance, and modifications to social insurance policies to enhance the benefits of remaining in the social insurance system.

At the same time, continue to strengthen communication through mass media, the Internet, social networks, and through the media of the sector to provide information to the people, ensuring timely and remote access. Along with that, enhance direct communication methods at the "one-stop" department, at press conferences, consultations, dialogues, etc., for workers.

With the principle of "Putting people and businesses as the subject, center of service," in the past time, the VSS sector has focused all resources, implemented various strong solutions, minimized administrative procedures, and promoted the application of information technology and digital transformation in all operational activities, gradually modernizing the operational activities of the sector to meet the requirements of building an e-Government and a digital Government.

During this period, the VSS has implemented notifications for workers to access, monitor, and manage their social insurance contribution information. The social security agency currently implements this through channels such as: Social Insurance Booklet and Separate Social Insurance Confirmation Sheet for the contribution process of social, health, unemployment, and occupational accident and disease insurance for each worker; Through the participation process function on the "VssID - Digital Social Insurance" application; Online search on the Electronic Portal of the VSS at: https://baohiemxahoi.gov.vn; through notifications of social, health, unemployment insurance, and occupational accident and disease insurance contribution (according to Form C13-TS) provided by the social security agencies of the provinces.

For voluntary participants in social and health insurance: As soon as the participant submits the payment to the employee of the Social Insurance Collection Service, they will receive a Confirmation Code and information (Full name, Social Insurance number, date of payment, amount paid, etc.) provided by the collection service through one of the following forms: direct notification, via text message, via email, paper document, etc. Based on that, participants can proactively access detailed information on the Electronic Portal of the VSS.

Through the provision of information on the participation process by the social security agency as mentioned above, it helps citizens and workers to actively and timely monitor, retrieve, and control their social and health insurance contribution information in order to self-monitor and ensure their own welfare rights. The social security agency also has additional tools to manage and tightly control the collection of social and health insurance contributions from participants, ensuring transparency and effectiveness of participants' rights based on the principle of paying and receiving.

In the coming time, the VSS sector will continue to implement synchronized solutions to achieve the goal of ensuring sustainable social welfare. It will also promote digital transformation to provide satisfaction for citizens and businesses./.
