VSS Holds Confidence Vote Conference during Term with the Titles of Director General, Deputy Director Generals; Emphasizing Key Tasks in the Final Months

On August 14th, the Vietnam Social Security (VSS) organized a Confidence Vote Conference during the term for the positions of Director General and Deputy Director Generals of the VSS. The conference also emphasized key tasks in the final months. The Secretary of the Party Affairs Board and Director General of the VSS, Nguyen The Manh, presided over the conference.

The participants involved in evaluating the level of confidence in the VSS leadership included the heads of units under the VSS, directors of 63 provincial and city-level Social Insurance offices, and leaders of mass organizations within the VSS agency.

During the conference, Secretary of the Party Affairs Board and Director General of the VSS, Nguyen The Manh, emphasized the important role of the Confidence Vote during the term. The purpose of the Confidence Vote is to implement the Party's direction on building and reforming the Party and the political system, combating corruption and negative phenomena, and building a leadership and management team at all levels with sufficient qualities, capabilities, credibility, and competence to fulfill their responsibilities.

The Confidence Vote contributes to assessing the credibility and results of fulfilling the assigned tasks of the officials, helping them reflect on themselves, make self-improvements, and continue to strive and train in their work. It serves as an important basis for the Party Committee and the Party organization to train, develop, arrange, and utilize officials, as well as to enhance the effectiveness of leadership, management, and supervision of officials. This is an important aspect in evaluating and arranging the use of officials.

The Confidence Vote process must ensure democracy, objectivity, fairness, and transparency in the voting process and the use of the results. The organization of the Confidence Vote must strictly adhere to regulations, ensuring substantive participation and enhancing the trust of officials and Party members. It is strictly prohibited to engage in activities that manipulate or distort the level of confidence or exploit the Confidence Vote to undermine the credibility of others, create divisions, or disrupt internal unity.

The leadership's results and guidance in implementing the Party's direction in the fight against corruption and negative phenomena, the things Party members should not do, and the responsibility of setting an example with their spouse and children in adhering to state policies and laws, as well as maintaining regular contact with the Party Committee at their place of residence.

The entire sector continues to pursue the set goals and plans

Following the program, the Director General of the VSS thoroughly emphasized several key tasks in the final months.

During the conference, the Deputy Director General of the VSS, Tran Dinh Lieu, requested local social security offices to pay more attention to providing advice to the Party Committee and local authorities, making efforts to ensure that the Chairman of the Provincial People's Committee serves as the Director of the Department of Social and Health Insurance Implementation. Regarding district and commune-level steering committees, there is a need to review and complete the appropriate personnel, ensuring the right composition and enhancing the role of village/community leaders.

VSS’ Deputy Director General, Tran Dinh Lieu, delivered a speech at the conference

Emphasizing the requirement for quality in developing and implementing the collection scenario and expanding the participation of individuals in voluntary social and health insurance in the final months of the year, Deputy Director General Tran Dinh Lieu suggested that local social security offices clearly identify the potential groups eligible to participate in voluntary social insurance and household health Insurance. This should be accompanied by appropriate propaganda and mobilization measures based on the actual situation.

In addition to the work of collection and development of participants in social and health insurance, the management of the Health Insurance Fund, particularly the prevention of fund exploitation in social and health Insurance, was also discussed by the delegates at the conference.

The Director of the Department of Social Insurance Implementation, Do Ngoc Tho, proposed that the Directors of provincial social security offices thoroughly oversee and direct the relevant departments to enhance the effectiveness of resolving social insurance policies. It is important to identify clear signs of violations in the process of handling administrative procedures and policy resolution.

The Director of the Department of Health Insurance Implementation, Le Van Phuc, also suggested that provincial and municipal social security offices strictly adhere to the new health insurance appraisal process. It is necessary to coordinate with the Department of Health to closely monitor the implementation of health insurance contracts by healthcare facilities and to conduct rigorous checks on the licensing requirements and standards for medical professionals in the area.

Related to this topic, the Director of the Center for Medical Claim Review, Duong Tuan Duc, recommended that provincial and municipal social security offices strengthen specialized inspections and appraisals. They should also take strict action against intentional exploitation, thereby creating a deterrent effect and preventing violations.

To address cases of fund exploitation, Deputy Director General Le Hung Son advised local social security offices to enhance their management of personnel. Each officer responsible for policy resolution should improve their professional competence and be more vigilant in detecting signs of violations.

Statement of direction at the conference, the Secretary of the Party's Executive Committee and the VSS’ Director General acknowledged and highly appreciated the efforts of the entire sector, which have endeavored to maintain the development of social and health insurance amidst numerous difficulties. The rights and benefits of social and health insurance for the people and workers continue to be effectively ensured, establishing a solid foundation for social security.

The entire sector must persistently pursue the set goals and plans. The Director General urged a focused and immediate implementation of the collection scenarios and the expansion of participation in social and health insurance. Emphasis should be placed on the roles of the Steering Committee, as well as the Party committees and local authorities at the commune level. Furthermore, successful models in the collection and development of social and health insurance participants should be widely replicated. Close coordination with departments and sectors is necessary to enhance advisory support to the Party committees and local authorities, enabling strong guidance and facilitating the organization of social and health insurance implementation.
