Constructing an e-Government and Moving Towards a Digital Government.

The Vietnam Social Security (VSS) has recently issued Decision No. 1177/QD-BHXH on August 11, 2023, along with the implementation program of Resolution No. 362-NQ/BCSD on May 12, 2023, by the Party Committee of the VSS, regarding the enhancement of implementing the "Project on Developing the electronic population data, identification and authentication application for national digital transformation in the 2022-2025 period, with a vision to 2030."

The purpose of this program is to address the existing limitations, overcome challenges, and leverage the positive role and proactive participation in implementing Project 06. It also aims to continue focusing on the intelligence and comprehensive strength of the entire sector to effectively organize the objectives and tasks stated in Resolution No. 362-NQ/BCSD. The ultimate goal is to build a modern and professional social security sector in Vietnam that meets the requirements of constructing an e-Government and aims towards a digital government.

Determined implementation and achievement of key targets

Year 2023:

  • 100% of provincial-level social security offices establish task forces and issue plans for implementing Project 06 in 2023 and subsequent years.
  • Maintain a minimum of one monthly task force meeting to timely lead, direct, and resolve obstacles during the implementation of Project 06.
  • Ensure 100% of civil servants, officials, and employees within the sector are familiar with and fully understand the perspectives, objectives, tasks, and solutions outlined in this resolution.
  • Timely disseminate the directions and guidance of the Government's leadership and the task force's leadership in implementing Project 06 to ensure unified implementation.
  • Provide training and workshops on digital skills, information security in the digital environment, and the use of professional software that meets job requirements for 100% of civil servants, officials, and employees within the sector, aligned with their respective positions.

Strive for the following targets:

  • Digitize 100% of effective files, documents, and results of handling administrative procedures falling under the jurisdiction of the VSS, in accordance with regulations.
  • Eliminate the requirement for citizens to present and submit household registration books as stipulated by the Residence Law and related guiding documents.
  • Standardize, reduce, and simplify 50% of administrative procedures based on the authentication and data sharing from the national database on population or utilizing electronic identification and authentication provided by the Ministry of Public Security.
  • Strive for 100% of participants to have personal identification numbers and chip-embedded ID cards collected and updated in the database managed by the VSS and authenticated with the national database on population.

Phase 2024 - 2025:

  • Continuously maintain the achieved targets in 2023 and aim to accomplish the following:
  • Implement biometric authentication applications based on chip-embedded ID cards, VNeID, and the national database on population in receiving files and delivering results for 100% of the "One-stop" units within the Social Insurance at all levels.
  • Integrate and provide end-to-end online public services for 100% of eligible administrative procedures of the sector on the National Public Service Portal.
  • Standardize, reduce, and simplify administrative procedures based on the authentication and data sharing from the national database on population or utilizing electronic identification and authentication provided by the Ministry of Public Security.
  • Continue to develop the national database on Insurance and share information and data of participants and beneficiaries of Social Insurance, Health Insurance, and Unemployment Insurance with other national databases and specialized databases.
  • Explore the use of Big Data and Artificial Intelligence (AI) technologies for managing, analyzing, and providing decision-support information for leadership at all levels.

Phase 2025 - 2030:

  • Continue to maintain the achieved targets in the 2024 - 2025 phase and strive for the following objectives:
  • Improve regulations and guidelines within the sector; collaborate with relevant authorities to enhance institutional frameworks and policies to facilitate the development and provision of digital applications and services.
  • Maintain and expand information infrastructure, software, applications, and related data concerning participants of social, health, and unemployment insurance.
  • Complete the construction of the national Insurance database and establish connections and data sharing of participants and beneficiaries of social, health, and unemployment insurance.
  •  with other national databases and specialized databases.
  • Enhance and expand multidimensional data analysis tools, visualization, synthesis, statistics, reporting to serve guidance, management, decision support, or propose policy changes related to social, health, and unemployment insurance.

Synchronously deploying tasks and solutions

To implement the aforementioned objectives, the VSS has identified 7 key tasks and solutions as follows:

(1) Strengthen leadership and guidance in implementing Project 06.

(2) Improve regulations, guidelines, upgrade software, and ensure information security.

(3) Enhance communication, raise awareness, and sense of responsibility among civil servants, officials, and workers regarding the implementation of Project 06 and digital transformation.

(4) Optimize organizational models, enhance capacity, and allocate personnel to implement Project 06.

(5) Enhance administrative reforms, improve procedures, streamline administrative formalities, and provide online public services to facilitate citizens and businesses.

(6) Connect, share, and exploit data effectively.

(7) Research and apply new technologies.

In addition, the IT Center - the permanent unit supporting the implementation of Project 06 of the VSS has the task of advising the Director-General and the leadership of the working group on the implementation of Project 06 of the VSS in organizing deployment, guidance, inspection, and urging the implementation of assigned tasks in Project 06 and the VSS's programs and plans related to Project 06. The units under the VSS, as well as thesSocial security offices in provinces and centrally-run cities, are responsible for ensuring the progress and quality in implementing the assigned tasks./.
