Vietnam Social Security: Meeting Targets and Missions Despite Challenges

On the morning of June 28th, the Director General of Vietnam Social Security (VSS), Nguyen The Manh, chaired a meeting with the leaders of units under the VSS to discuss the progress of their tasks. The meeting was attended by VSS’ Deputy Directors General: Dao Viet Anh, Chu Manh Sinh; leaders of units under the VSS and the Director of Hanoi Social Security office.

Strengthening solutions to increase revenue and reduce debt.

At the meeting, the Head of Vietnam Social Security's Office, Dinh Mai Long, presented a comprehensive assessment report on the overall results of directing, managing, organizing and implementing tasks in the entire sector for the first 6 months of 2023. Accordingly, the entire sector continued to proactively and actively coordinate with relevant ministries and sectors to participate in the formulation and amendment of laws, draft decrees, circulars related to implementing social and health insurance policies, such as the Law on Social Insurance, the amended Law on Health Insurance; Draft decree on voluntary occupational accident insurance; Building and completing reports to submit to the National Assembly, the Government and relevant ministries.

The VSS has issued guiding documents and instructions for units within the sector, such as the decision to issue a plan for implementing the Project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period with a vision to 2030; the decision to approve the Internal Audit Plan for 2023. The sector's efforts to reform administrative procedures, and apply information technology, and digital transformation in its activities continue to be strengthened. The work of revenue collection, inspection, examination, financial accounting, communication, and policy resolution has achieved many positive results.

Regarding the development of participants, the Director of the Department of Social Insurance Book and Health Insurance Card, Duong Van Hao, evaluated that in the general context of the country's extremely difficult economic and social situation, the targets of the sector have all increased but have not yet met expectations. The number of mandatory social insurance, voluntary social insurance, and health insurance participants has decreased significantly in many localities. Currently, the Department of Social Insurance Book and Health Insurance Card has requested localities to closely follow the guiding documents and instructions of the VSS; to develop and implement plans vigorously from the beginning of the year; to advise local authorities on allocating expenditures to each district, issuing support policies, but not to spread out the support, instead focusing on large groups that have partially received support from the state budget.

In the development of social insurance, the Head of the Revenue and Booklet/Card Management Department, Duong Van Hao, has requested local social security offices to strengthen coordination with tax authorities to review data; to coordinate with relevant departments to understand the current situation of labor use in localities; to focus on communication and mobilization for some groups of participants who still have "room for growth," such as kindergarten teachers, and people working under contracts in various associations and organizations.

Regarding solutions in the coming period, the Director of the Department of Health Insurance Implementation, Le Van Phuc, said that the Department has analyzed and evaluated, and directed the social security offices of provinces and cities to concentrate on monitoring and managing private medical establishments, establishments located in localities with many businesses, and at the same time, to strengthen inspection and examination work, to make a list of units engaged in profiteering and take legal action against them.

Resolute in carrying out tasks

At the meeting, Deputy Director General Dao Viet Anh evaluated that the work of revenue collection and participant development in the sector is facing many difficulties due to the impact of the economy and policy changes, requiring greater efforts to carry out these tasks. Regarding the solution, Anh said that it is necessary to closely coordinate with relevant departments to clarify participant data, thereby identifying the groups and businesses that need communication and mobilization; to take advantage of the leadership of local authorities, advise them to allocate targets for participant development, especially for voluntary social insurance policies at grassroots levels.

Deputy Director General Chu Manh Sinh proposed that the Information Technology Center should soon complete, build and update software to manage participant data.

Recognizing that the last months of the year will continue to be difficult for the VSS sector when the overall economy is also facing more challenges than favorable conditions, Director General Nguyen The Manh requested all units in the sector to grasp and closely follow the reality to respond in a timely manner.

In terms of specific tasks, the Director General instructed specialized units of VSS to continue to closely coordinate with units under ministries and sectors in the process of researching and amending the Law on Social Insurance and Health Insurance; build clear assessment reports, proposing amendments to the laws, ensuring they are in line with practical requirements; at the same time, identifying risks that may arise from current developments, proposing solutions in the implementation of tasks.

Emphasizing the requirements for discipline and regulations, Director General Nguyen The Manh directed units to seriously implement their work, especially highlighting the responsibility of leaders to ensure the successful implementation of task targets./.
