National Assembly (NA) deputies approved the strict handling of businesses evading social insurance payments and completely solve problems for business households participating in compulsory social insurance.
The move came after over 97 per cent of the NA deputies voted in favour of the Resolution of the 15th NA’s fifth plenary session on the afternoon of June 24 under the direction of NA’s Permanent Deputy Chairman Tran Thanh Man.

Under the resolution, NA ordered the insurance sector to conduct more inspections and promptly handle violations of social and unemployment insurance in accordance with the provisions of the law.
The Ministry of Public Security, the Supreme People's Procuracy and the Supreme People's Court were told to direct relevant agencies to prosecute, investigate and adjudicate acts of evading social and unemployment insurance contributions in accordance with the provisions of the Penal Code; Resolution No. 05/2019/NQ-HDTP dated August 15, 2019, of the Judicial Council of the Supreme People's Court; and relevant laws; to protect the interests of labourers.
The NA also required the insurance sector to continue improving policies and laws on social insurance, encourage employees and employers to participate in social insurance, towards the goal of universal social insurance; effectively overcome late payment, evasion of payment of social insurance and other acts of fraud and profiteering; minimise the withdrawal of one-time social insurance allowance; ensure safe, sustainable and effective management and investment of the Social Insurance Fund.
By 2025, it had to strive to reach about 45 per cent of the working-age population participating in social insurance; and about 35 per cent of the working-age population participating in unemployment insurance, the NA’s resolution said.

The NA’s resolution also said that the labour, invalid and social affairs sector needed to effectively implement the strategy and master plan on vocational education for the period of 2021-30, a vision towards 2045, contributing to the successful implementation of breakthroughs on human resource development, especially high-quality human resources.
By 2025, the sector must improve the training quality of some schools to reach the level of ASEAN-4 countries (Indonesia, Malaysia, Philippines, and Thailand), including some professions that must approach the level of developed countries in the world.
It was tasked to increase the percentage of trained workers from 28 to 30 per cent; attract 40 - 45 per cent of secondary and high school graduate students to participate in the vocational education system; retrain and regularly train about 25 per cent of the workforce; ensure the percentage of employees who are ethnic minorities receiving vocational training to reach 45 per cent; and strive to reach 80 per cent of workers with basic digital skills.
The NA’s resolution ordered the sector to review and perfect the mechanism and implement autonomy according to the roadmap, accelerate digital transformation, and apply advanced governance to public vocational education institutions, in line with the requirements and labour market development trends.
The sector had to further improve policies and laws to create more job opportunities for employees, limit layoffs, quickly bring workers back to the labour market, and overcome shortcomings of unemployment insurance policies.
In addition, the sector was requested to urgently complete the database on labour and employment, towards a labour market management of modern, flexible and proactive, meeting the requirements of the labour market and businesses with the development of the digital economy.
In the third quarter of this year, the sector must promulgate economic and technical norms and prices for consulting and job introduction services using sources from the Unemployment Insurance Fund.
The sector was assigned to monitor and make accurate and timely statistics on developments in the economy and labour market to take timely support solutions, ensure social security as well as reduce difficulties for employees and employers.

After 23 working days (between May 22 and June 24), the fifth plenary session of the 15th NA wrapped up in Ha Noi on June 24.
The NA passed eight laws, and 17 resolutions, gave opinions for the second time on one draft law, gave opinions for the first time on eight other draft laws; supervised "The mobilisation, management and use of resources for the prevention and control of the COVID-19 pandemic; the implementation of policies and laws on grassroots health and preventive medicine"; conducted question-and-answer sessions; considered and decide on personnel, socio-economic and State budget issues; and addressed voter petitions among other important matters.
The NA acknowledged the efforts of the Government, the Prime Minister, ministries and sectors in performing their functions and tasks in the fields of labour, invalids and society; ethnicity; science and technology; transport; as well as the implementation of the National Assembly's resolutions on relevant questioning and supervision with many positive results.
The NA basically agreed with the solutions and commitments that the Minister of Labour, Invalids and Social Affairs; Minister of Science and Technology; Minister of Transport; Minister, Chairman of the Committee for Ethnic Minority Affairs and members of the Government gave during the question-and-answer sessions.
The NA ordered the Government, Prime Minister, Ministers, Heads of ministerial-level agencies, Chief Justice of the Supreme People's Court, and Chief Procurator of the Supreme People's Procuracy to focus on implementing the solutions and commitments; overcoming the shortcomings; and improving the effectiveness of State management in the questioned areas./.
