Binh Dinh: positive changes after five years of implementing Resolution No 28

On June 16, Binh Dinh Provincial Standing Party Committee organised a conference to review five years of implementing the 12th Party Central Committee’s Resolution No 28-NQ/TW dated May 23, 2018 on social security policy reform. Deputy General Director of Vietnam Social Security (VSS) Chu Manh Sinh attended the event.

According to a report by the Binh Dinh Province’s Party Committee, after five years of implementing the Resolution, the number of social insurance participants has increased by 36.8 per cent (equal to 40,392 people) with the average increase of people in the working age joining the scheme up between 1-3 per cent annually. The number of unemployment insurance participants has grown by 30.67 per cent (equal to 28,656 people) with the average increase of people in the working age joining the scheme up between 1-2 per cent annually. The number of retired people enjoying monthly pension and social insurance allowance has also increased year after year.

On the occasion, local authorities and leaders of bodies and units presented reports on the actual outcomes of implementing Resolution No 28, figuring out difficulties and challenges, lessons of experience and proposing solutions to increase the efficiency of implementing the Resolution in the coming time.

Addressing the event, VSS Deputy General Director Chu Manh Sinh spoke highly of encouraging achievements that Binh Dinh Social Security office has made in expanding the social insurance and unemployment insurance coverage, always realising targets set by the provincial Party Committee, People’s Council and People’s Committee and VSS. Binh Dinh Province is also appraised as one of the localities with the highest number of health insurance participants nationwide.

To continue effectively implementing Resolution No 28, the Deputy General Director expected the provincial Party Committee, People’s Council and People’s Committee, local authorities at all levels and relevant bodies to further facilitate Binh Dinh Social Security office to well adopt social insurance and unemployment insurance policies in the province, timely untie any difficulties and shortcomings, and fully realise the assigned targets of developing social insurance and unemployment insurance participants annually, contributing to the successful implementation of the Resolution, ensuring social security in the locality. 

Vice Standing Secretary of the provincial Party Committee Le Kim Toan acknowledged and appraised achievements that party committees and authorities all levels, the provincial Fatherland’s Front and socio-political organisations have gained in implementing the social insurance policies over the past five years. 

However, he also mentioned existing shortcomings and challenges such as: the arrears payment of social insurance and unemployment insurance premiums remains high; the number of people joining the social insurance and voluntary unemployment insurance scheme increases annually but tends to decrease in 2022 and the first six months of 2023; and the number of social insurance participants is still low as compared to the national average and the set targets.

To continue well implementing the social security policy in the coming time, Vice Standing Secretary of the provincial Party Committee Le Kim Toan requested party committees and authorities at all levels, departments, sectors and bodies to stay focused on some key tasks: To continue effectively implement Resolution No 28-NQ/TW and the Action Programme No 18-CTr/TU of the provincial Party Committee; to incorporate targets set for increased social insurance participants in resolutions of party committees and the province’s annual action programme and socio-economic development plan;  to define the role and responsibility of leaders in implementing social security policy in the locality. He called for strengthened communication and dissemination of social security policy so as officials, party members and the locals including employees and employers to clearly understand fundamental benefits, roles and contents of social security policy. It is essential to enhance the efficiency of State management and capacity in implementing social security policy and law; upholding the role, responsibility and effective operation of the Steering Committees for the implementation of social insurance and health insurance policy at all levels; accelerating the inspection and examination of the compliance with social security policy and law. Additionally, it is important to renew operations and enhance quality of social security services and regimes and to well perform administrative reform; speeding up information technology application to gradually modernise social insurance, health insurance and unemployment insurance management; renew operation modes of social insurance and health insurance system, ensuring benefits of the participants. It is necessary to continue strengthening and streamlining organisational apparatus of social security system at all levels to ensure increased efficiency.

On the occasion, VSS granted Medals for the Cause of Vietnam Social Security industry to member of the provincial Party Committee and secretary of Tay Son District’s Party Committee Le Binh Thanh; and the provincial Standing Party Committee awarded Certificates of Merit to 10 collectives and 10 individuals that have made outstanding achievements in the five-year implementation of Resolution No 28-NQ/TW.
