Hanoi’s pilot of 02 inter-connected administrative procedure groups yields favourable outcomes

In the morning of April 13, 2023, the Vietnam Social Security (VSS) organized a review mission on the implementation of two groups of inter-connected electronic administrative procedures: Birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old; Death registration, removal of permanent residence registration, funeral allowance, support for funeral expenses.
According to the Prime Minister's Decision No. 06/QD-TTg dated January 6, 2022 on Approving the Scheme on developing the application of data on population, identification and electronic authentication data for national digital transformation in the period of 2022 - 2025 with vision toward 2030 (Project 06), these are 2 out of 4 groups of public services that need data linkage between ministries and agencies.
The Mission is headed by Deputy General Director Chu Manh Sinh, Leader of the VSS Project 06’s Working Group and participate by members of the VSS Project 06’s Working Group. The delegation worked at Hanoi Social Security Office and Ha Dong District Social Security Office, Hanoi.
Overview of the Meeting
Reporting at the meeting, Director of Hanoi Social Security Office, Mr. Phan Van Men said that right after receiving the direction of VSS and the City People's Committee, Hanoi Social Security Office has implemented synchronous declaration to district level; promoted communication so that the majority of people in the area are aware and can act accordingly.
From November 21, 2022 to April 10, 2023, Provincial Social Security Office has issued 17,511 health insurance cards for children under 6 years old, handled 196 cases of funeral allowances through the Inter-connected Public Service Portal.
Mr. Men assessed, the implementation of 2 electronic inter-connected administrative procedures has facilitated people since they only need to declare information once to solve 3 administrative procedures, reducing paperwork and processing time, reducing travel time and improving service quality. For the social security agency, it has helped to reduce pressure at the "one-stop" department, solving work faster, more conveniently and more scientifically. The settlement of social and health insurance regimes is public and transparent; at the same time, creating coordination and cohesion among departments, branches and local authorities in handling administrative procedures related to people.

However, besides the achieved results, the pilot implementation is also facing many difficulties and obstacles. People still want to go directly to the social security agency to solve administrative problems. The new process is still quite complicated, and a lot of information still needs to be entered manually, that make many people confused when making the declaration, especially the elderly and those who have little contact with information technology. Currently, the declaration has been causing lots of confusion. Most of the people who received monthly pensions and social insurance benefits before 1995 had inconsistencies in personal information between the dossier of entitlement, citizen's identity and the declaration of death. On the National Public Service Portal and the application receiving and managing software, the dossiers cannot be classified to the place where the social insurance system manages the beneficiaries or where the employees pay voluntary social insurance premiums before they die; The initial medical examination and treatment places are slowly updated, still showing the health insurance facilities that have terminated their contracts. The software for receiving and managing records, the software for collection management also has some errors, making it difficult for the process of interoperability...
At the meeting, Deputy General Director Chu Manh Sinh and members of the Project 06 Working Group of VSS and leaders of Provincial Social Security Office, functional departments discussed, evaluated, and found solutions to each problem in implementing 2 inter-connected administrative procedures.

Concluding the meeting, Deputy General Director Chu Manh Sinh highly appreciated the results achieved by Hanoi Social Security Office in digital transformation, implementation of Project 06 and the pilot implementation of two groups of electronic inter-connected administrative procedures over the last time.
In the coming time, Deputy General Director Chu Manh Sinh requested Provincial Social Security Office to continue speeding up the process of verifying and synchronizing the database on social insurance in the area with the national database on population. This is an important foundation for successful digital transformation and implementation of Project 06.
Regarding the piloting of two inter-connected administrative procedures, Deputy General Director Chu Manh Sinh assessed that the city is facing problems mainly in software and some business processes. The Deputy General Director requested the relevant affiliated units of VSS to strengthen coordination with Provincial Social Security Office to grasp the situation and promptly solve problems. In which, the IT Center, members of the Project 06 Working Group, researched and urgently fixed software-related errors.
Regarding the fact that there are still numerous mistakes and errors in the declaration of documents, through discussion, Deputy General Director Chu Manh Sinh requested that the Provincial Social Security Office strengthen communication and guidance for people, employees, officials at the "One-stop shop" department of communes and wards better perform the initial declaration and data entry correctly. District-level Social Security Offices also need to strengthen the connection and exchange with the commune-level People's Committees to promptly exchange and resolve difficulties and problems right from the grassroots level.

Deputy General Director Chu Manh Sinh requested, the City Social Security Office continued to strengthen the Working Group to implement Project 06 according to new requirements and instructions of VSS, clearly defining plans and tasks to be implemented, with transparency in assigning people, tasks, results, and responsibilities. At the same time, The Provincial Social Security Office needs to accelerate the digitization of records and serve electronic transactions. As a pilot implementation unit, the Provincial Social Security Office needs to promptly report difficulties and problems so that VSS can have solutions to remove and prepare for the nationwide deployment./.
