VSS General Director Nguyen The Manh examines and directs the implementation of insurance sector’s information technology and digital transformation project

Accordingly, in 2023, Vietnam Social Security (VSS) continues reviewing and restructuring the insurance sector’s administrative procedures to meet requirements for implementing Decree No  104/2022/NĐ-CP dated December 21, 2022 on amendments to decrees on submission and presentation of household register booklets, temporary residence register booklets upon carrying out administrative procedures or providing public services.

Integrating and providing the public service: Registering the payment of insurance premiums and issuance of health insurance cards for those who only join the health insurance system through the VSS’ public service portal and national public service portal. Integrating and providing the public service: Settlement of lump-sum social insurance benefits, which is one of the public services piloted for digital signature authentication integrated with mobile applications for the provision of online public services connected with the VSS’ public service portal and national public service portal.

Ensuring technical infrastructure for the connection and sharing of information with ministries, sectors and localities (when required). Connecting the data related to driver’s health certificates, birth certificates and death certificates with the Health Insurance Assessment Information System’s Data Portal.

Reviewing, supplementing and identifying personal identification (ID) number information of the participants through the national population database system. It is targeted that all participants declare their ID number and have it certified and updated in the database managed by VSS.

Implement biometric authentication on chip-based ID cards to prevent abuses related to the payment of premiums to and benefits of social insurance, health insurance and unemployment insurance system. Access the trial of biometric authentication on chip-based ID cards in health insurance-covered medical examination and treatment services and in receiving and settling dossiers for administrative procedures in Quang Binh, Ha Noi and Binh Duong, propose a feasible scheme for national expansion.

Reviewing and restructuring processes to cut down and simplify administrative procedures on the principle of not requiring re-declaration of information which has already been shared on the national population database system. It is targeted to have all VSS’s administrative procedures be standardised and restructured.

Digitising and re-using results of document digitisation and results of the settlement of administrative procedures related to personal information and documents in receiving and settling administrative procedures to enrich, update, connect, share and effectively utilise the national population database to serve the settlement of administrative procedures. Accordingly, the Process of document digitisation and results of the settlement of administrative procedures are issued; Dossiers, results of the settlement of administrative procedures are digitised.

Implement, direct, examine and accelerate the implementation of the Action Plan; timely report to the General Director to resolve difficulties and obstacles arise in the implementation of the Action Plan. Organise information and communications activities and resolve shortcomings in the implementation of the Government’s Project 06./.
