The fifth patriotic emulation congress includes social security agencies of provinces and cities: Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, and Da Nang. With the spirit of expeditious, democratic and high responsibility, the Conference unanimously approved the draft report on summarizing the emulation and commendation work in 2022; discuss, determine orientations and tasks in 2023.

At the Conference, it has been reported that, in 2022, being well aware of the role and importance of emulation and commendation, the units in the cluster have paid attention, led, directed the implementation, and well organized the emulation movements in all business fields. The implementation to launch the emulation movement and registration for emulation has gone into order, has depth, clearly defined the objectives and scope of the emulation subjects and has set out the targets and contents for each unit; Strengthen emulation by topic, ad hoc commendation, organize practical and effective emulation movements. Through emulation activities, civil servants and public employees have raised awareness of the role, position and great effects of the patriotic emulation movement.

The units in the cluster have drastically, effectively and promptly implemented policies to support employees and employers facing difficulties due to Covid-19 according to Resolutions and Decisions of the Government and the Prime Minister, contributing to minimizing the negative impact of the Covid-19 pandemic on people and businesses, ensuring social security in the area.

Recognizing and praising the spirit of solidarity, efforts to overcome difficulties and challenges of the collective of civil servants, public officials and employees in the whole cluster in 2022, VSS Deputy General Director Chu Manh Sinh suggested that the units in the Cluster seriously recognize the shortcomings and limitations; clearly identify difficulties and challenges in 2023 to effectively implement key tasks.

The VSS Deputy General Director requested the units in the cluster to continue implementing emulation movements to successfully implement the sector's political tasks in association with the local socio-economic development targets; strengthen the launching of emulation movements according to thematic, implement unexpected commendation in order to promptly motivate and encourage officials and employees in performing their tasks.

He also suggested that the units need to strengthen discipline, further promote the roles and responsibilities of the heads of agencies and units; assign responsibilities to ensure the transparency principle of people, tasks, process of responsibility; results; promptly encourage and reward organizations and individuals with achievements, initiatives, and good practices; at the same time, strictly handle violations in the performance of official duties and tasks; unite to build a modern and professional social insurance industry in Vietnam, towards the satisfaction of people and businesses.

On behalf of the units in the cluster, Hoang Van Minh - Director of Nghe An Social Security Administration, Head of the patriotic emulation congress in 2022 respectfully thanked and accepted the comments and directions of the VSS Deputy General Director. In 2023, the fifth patriotic emulation congress will overcome the shortcomings and limitations; promote the achieved results, continue to unite, promote emulation movements in the whole cluster, strive to successfully complete the assigned targets and tasks.

At the conference, Pham Thanh Tung - Director of Quang Binh Social Security Administration and Head of the patriotic emulation congress in 2023 - launched the emulation movement in 2023 with the theme "Solidarity, discipline, flexibility, creativity, professionalism and efficiency". With the goal and content of emulation unified at the Conference, the congress units shall base on the situation and tasks of each unit to develop plans and propose solutions to organize effective implementation of emulation movements; encourage all civil servants, public officials and employees to uphold the spirit of solidarity, constantly strive to excellently complete the assigned tasks at the highest level, contributing to the whole country to achieve socio-economic goals in 2023.
