Hanoi reinforces Steering Committee on social insurance, health insurance

On February 6, Chairman of Hanoi People’s Committee Tran Sy Thanh signed Decision No 762/QĐ-UBND on reinforcing the Steering Committee in charge of implementing the city’s social insurance, and health insurance policies.

Accordingly Standing Vice Chairman of Hanoi People’s Committee Le Hong Son will be the head of the Steering Committee; Director of Hanoi Social Security Phan Van Men will be standing deputy head; and directors of the municipal departments of Labour, Invalids and Social Affairs, and Health will be deputy heads. In addition, the Steering Committee in charge of implementing the city’s social insurance and health insurance policies will include 15 members being representatives of relevant departments, sectors and industries; and representatives of certain bodies and unions.

The Steering Committee in charge of implementing the city’s social insurance and health insurance policies is responsible for advising the People’s Committee in directing authorities at all levels and sectors in the capital city to implement guiding principles, lines of the Party; policies, laws and legally binding plan targets of the State, as well as social insurance and health insurance regulations in the capital city.   

Besides, the Steering Committee is responsible for advising the People’s Committee in directing authorities at all levels and sectors in the capital city to well comply with social insurance and health insurance regulations; well implement administrative reform, effectively apply information technology, and operate the level-4 online public services on social insurance and health insurance. These are fundamental elements that help Hanoi achieve the goal of providing online services for all social insurance and health insurance transactions; fulfill the annual target for social insurance and health insurance coverage; increase revenues whilst reduce the social insurance debt ratio; and prevent and control the abusing of the social insurance and health insurance funds.

Of note, the Steering Committee will continue working closely with sectors, units and localities to increase the number of social insurance and health insurance participants; and timely resolve rising issues to ensure the interests and benefits of social insurance and health insurance participants and beneficiaries.

In the short term, the Steering Committee’s directions and governance will concentrate on realising three important target, including: The health insurance coverage reaches 93.5 per cent of the population; the participation rate of social insurance reaches 43 per cent of the workforce, in which farmers and informal labourers joining the voluntary social insurance scheme account for 2 per cent of the workforce; and the participation rate of unemployment insurance reaches 39 per cent of the workforce./.
