VSS organises training workshop for social insurance agencies in northern region

Viet Nam Social Security (VSS) organised a training workshop on office tasks for social insurance agencies in the northern region on October 30 and November 1. VSS Deputy Director General Chu Manh Sinh attended and delivered a speech at the workshop.
Leaders of VSS units and leaders and officers of 31 provinces and cities in the north also participated in the workshop, including Ha Giang, Cao Bang, Bac Kan, Tuyen Quang, Thai Nguyen, Lang Son, Bac Giang, Lao Cai, Yen Bai, Phu Tho, Dien Bien, Lai Chau, Son La, Hoa Binh, Ha Noi, Vinh Phuc, Bac Ninh, Quang Ninh, Hai Duong, Hai Phong, Hung Yen, Thai Binh, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri and Thua Thien Hue.
Speaking at the meeting, VSS Deputy Director General Chu Manh Sinh spoke highly of the preparations of the VSS Office and the coordination of the Ninh Binh Social Security’s Office in organising the workshop.
He also applauded the active participation of leaders of relevant agencies, particularly those who are in charge of office tasks at units and agencies of the social insurance sector.
He stressed that offices have unique features and a special position in administrative activities. It is demonstrated by the nature of the office’s functions which are consulting and assisting the administration and coordination of the management, direction and leadership tasks of leaders.

According to VSS Deputy Director General Chu Manh Sinh, the current context and the increasing demands require the office-related tasks to continue being comprehensively renewed in terms of both awareness, operation methods and personnel organisation to turn the office into a management centre of social insurance leaders at all levels, joining efforts of the whole social insurance sector to fulfil tasks and targets set by the Party and State.
At the same time, office personnel need to regularly improve political qualifications and professional skills; and update and increase information technology application in order to meet administration and leadership demands, he said.
It is also necessary to regularly train to improve knowledge and skills for office personnel to help them have firm political qualifications, adequate knowledge, responsibility and capacity to fulfil their missions, he said.
Therefore, the organisation of training courses to equip office personnel with professional knowledge and skills for the social insurance system is needed, he said.
He urged participants to share experience and discuss difficulties and obstacles in carrying out office tasks to find effective solutions.
A view of the meeting
During the two-day workshop, participants heard five main topics relating to the regulation on clerical work of the Viet Nam Social Security; administrative procedures control; receiving and dealing with administrative procedures; receiving and dealing with complaints and recommendations relating to administrative regulations; the implementation of the e-office; skills related to office tasks; skills in receiving and handling information; and skills relating to administration, reception and foreign affairs.

Talking about some skills relating to office tasks, Associate Professor and Dr. Nguyen Van Hau shared that the office's basic functions are providing consultation, administrative service and logistics administration. These include making reports and planning, managing and providing information and consulting. Logistics administration involves purchasing, management and organization activities. Administrative services include reception, clerical work, business trips and diplomatic tasks.
He added that consulting means making creative and effective proposals, recommendations or strategies with scientific basis for leaders of agencies and units.
At the workshop, participants spent time sharing experience and discussing challenges in carrying out office tasks and measures and skills to deal with these difficulties./.
