Things to know about student health insurance for school year 2022-2023

In order for parents and students to better understand the student health insurance policy in the school year 2022-2023, Vietnam Social Security (VSS) provides the following specific information.

1. Participants

Students who are studying at schools and educational and training institutions (except for cases where they have participated in health insurance in other groups according to the provisions of the law amending and supplementing a number of articles of the Law on Health Insurance).

2. Payment

In this school year, students' health insurance premiums have not changed compared to the previous school year, in which monthly health insurance premiums are equal to 4.5% of the base salary (of which 30% is covered by the state budget and 70% is paid by students themselves).

Specifically,

Payment rate = 4.5% x 1,490,000 VND x 12 months = 804,600 VND/year.

In which, the actual amount of student payment is 563,220 VND/year (with 30% covered by the state budget).

In particular, in addition to being supported by the state budget with 30% of the student health insurance premium, in order to achieve the goal of 100% of students participating in health insurance in the school year 2022-2023, some provinces and cities continue to support the students from the local budget, therefore, the actual amount of health insurance premium for each student continues to be reduced.

3. Benefits of going for medical treatment

Students who go to medical treatment with health insurance according to regulations, will be covered with medical expenses within the entitlement scope as follows:

3.1. For cases of proper-level medical treatment with health insurance

- Students are entitled to 100% of medical treatment costs covered by health insurance if:

+ The total cost for a medical treatment is less than 15% of the base salary (equivalent to 223,500 VND).

+ Medical care at the commune level (medical stations of communes, wards and townships).

+ Having participated in health insurance for 5 consecutive years or more and the amount of co-payment of medical expenses in the year is greater than 6 months' basic salary (equivalent to 8,940,000 VND).

- Students are entitled to 80% of medical expenses within the scope of health insurance coverage, and the rest is paid by the patient with the medical facility.

3.2. For cases of improper-level medical care with health insurance

- At central hospitals: 40% of inpatient treatment costs.

- At provincial hospitals: 100% of inpatient treatment costs.

- At district hospitals: 100% of outpatient and inpatient medical expenses.

4. Expiry date of health insurance card

4.1. Health insurance cards are issued or renewed annually for students of general education institutions

- For grade 1 students: The value of using health insurance cards starts from October 1st of the first year of primary school.

- For 12th grade students: The card is valid until the end of September 30 of the school year.

4.2. Health insurance cards are newly issued or annually renewed for students of higher education institutions, vocational education and training institutions.

- For first-year students of the course: The card is valid from the time of admission, unless the card of the 12th grade student is still valid.

- Students in the last year of the course: Health insurance cards are valid until the last day of the month ending the course.

4.3. The use value of the health insurance card corresponds to the amount of health insurance premiums according to the number of months the student has participated.

5. Look up the expiry date of the health insurance card

Students and parents can check the expiry date of their health insurance cards by themselves in the following ways:

- Access the VSS Portal at: https://baohiemxahoi.gov.vn/tracuu/pages/tra-cuu-thoi-han-su-dung-the-bhyt.aspx

- Text with the following syntax: BH THE “HI card code” to 8079.

- Call the VSS Hotline 1900.9068 for advice and support.

- Install and use the application "VssID - Digital Social Insurance" to track the process of payment and enjoyment of one's health insurance; update information on health insurance policies; perform a number of public services of Vietnam's social insurance industry related to the field of health insurance.

With the responsibility of organizing and implementing the health insurance policy, over the past time, the whole Vietnamese social insurance industry has been making good efforts to ensure the benefits of participation and medical treatment with health insurance for students. One of the solutions that the VSS industry focuses on is reforming administrative procedures, applying IT to facilitate students such as using the image of the health insurance card on the "VssID - Digital Social Insurance" application or the chip-based citizen identification card instead of paper health insurance card to go for medical care under health insurance at health care facilities. Thereby, it helps students save time without worrying about medical procedures occurring difficulties when losing or damaging paper health insurance cards.

In the roadmap to implement universal health insurance, the target group of pupils and students is given special attention and continues to be selected as the group that needs to be covered by health insurance soon.

According to Clause 4, Article 12, Law amending and supplementing a number of articles of the Law on Health Insurance and Article 4, Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government stipulating students who are in the group supported by the State budget are not included in the group of subjects participating in household-based health insurance.

In recent years, the implementation of health insurance for students has achieved positive results. Particularly, in the school year 2021-2022, the whole country has about 18.8 million children participating in health insurance, reaching 96% of the total number of students. The students participating in health insurance not only have access to and enjoy high-tech medical services with large expenses when they are unfortunately sick or ill, and help their families reduce the burden of medical expenses, but also can demonstrate the social responsibility of children and their families in sharing risks with the community. Thanks to these benefits and human values, the student health insurance policy has really come to life with the initiative and active participation of students and parents./.
