VSS Director General: implementing digital transformation projects effectively

Vietnam Social Security (VSS) organised a meeting on digital transformation for the second quarter of 2022 on August 10.

Participants at the meeting also included VSS Deputy Director Generals Tran Dinh Lieu, Dao Viet Anh and Le Hung Son; heads of VSS agencies and units; and members of the Digital Transformation Committee.

Digital transformation of VSS on the right track
Speaking at the meeting, VSS Director General Nguyen The Manh informed participants of the Prime Minister’s direction regarding digital transformation and stressed that the digital transformation of Vietnam’s social insurance industry is on the right track, in line with Government direction, orientation and guidelines. VSS has continuously been assessed as one of the ministries and sectors that topped the country in the field of digital transformation.
“VSS ranked third in the Digital Transformation Index (DTI) rankings for 2021 for cities and provinces, ministries and agencies. In the rankings, VSS has many indicators with high rate such as digital transformation activities and digital awareness,” he said.
The achievement was attributed to VSS’ efforts in effectively implementing many tasks. Particularly, VSS always pioneered in participating, connecting and sharing the database among ministries and sectors. However, digital transformation is a new and complicated task, urging Vietnam’s social insurance industry to continue keeping up with new trends, renewing and resolutely implementing tasks.
Classifying and effectively implementing projects
At the meeting, heads of the Information Technology Centre and the Digital Transformation Committee of the VSS briefly presented the results of digital transformation of Vietnam’s social insurance industry over the past seven months. By the end of July, 16 units of the VSS built digital transformation plans.
Implementing tasks assigned in Government Plan No 6, VSS has applied the VneID app developed by the Ministry of Public Security to replace health insurance cards in medical examination and treatment, equivalent to the use of its VssID app. The VSS has also successfully carried out the provision of some online public services via the national public services portal and the public services portal of the VSS.
Besides, the VSS has coordinated with relevant ministries and agencies to implement two online public services that are birth registration, permanent residence registration and issuance of health insurance cards for children under 6 years old; and death registration, deletion of permanent residence registration and support for funeral expenses.
A view of the meeting
Regarding the application of the VssID app, as of July 31, more than 26.3 million people had registered to use the app.
Apart from achievements, they also reported difficulties in carrying out digital transformation of Vietnam’s social insurance industry, particularly in implementing projects, upgrading software, investing in equipment and devices and training human resources.
Representatives from VSS departments presented the progress of their digital transformation tasks as well as challenges and solutions.
VSS Director General Nguyen The Manh spoke highly of achievements made by Vietnam’s social insurance industry in digital transformation.
On the basis of the achievements, he asked social insurance agencies to continue to speed up digital transformation and communication units to highlight achievements, efforts and determination of the industry in digital transformation, thus helping to demonstrate the determination of the whole system in digital transformation to serve people and help participants to benefit better social insurance, health insurance and unemployment insurance policies./.
