Implementing the exploitation and development of participants of social and health insurance in the period of 2022-2025

Vietnam Social Security (VSS) has just issued Plan No. 1813/KH-BHXH dated July 6, 2022 on implementing the exploitation and development of participants of social and health insurance in the period 2022-2025.
This is the Plan to unify the implementation of solutions, striving to achieve the goals that have been thoroughly delivered in the Prime Minister's Decision No. 546/QD-TTg dated April 29, 2022 on the assignment of implementation targets of health insurance coverage for the period 2022-2025 and Resolution 69/NQ-CP dated May 19, 2022 of the Government on the assignment of development targets for social insurance participants.
The plan clearly defines, in 2022, the goal is to reach 19.17 million social insurance participants, reaching 38.7% of the labor force in the age group; reached 15.2 million unemployment insurance participants, reaching 30.7% of the labor force in the age group; the number of health insurance participants reached 91.76 million, accounting for 92.7% of the population.
By 2025, the goal is to reach 25.33 million social insurance participants, reaching 47.2% of the labor force in age; the number of unemployment insurance participants reached 18.68 million, reaching the rate of 35.1% of the labor force in the age group; the number of health insurance participants reached 96.92 million, reaching the rate of 95.51% of the population.

The VSS directs the social security agencies of the provinces and cities to review and make statistics of people who have not yet participated in health insurance as a basis for building the program to develop the participants of health insurance in the period of 2022-2025 of each province; to coordinate with relevant departments and branches to advise the Provincial Party Committee, the People's Council, and the Provincial People's Committee to make specific plans and solutions to develop participants of social and health insurance in the area, support using the local budget and mobilize other resources to support the payment of social and health insurance for the people; assign quotas for participation in social and health insurance according to each locality (district or commune) with local authorities at the same level; attach responsibility for developing participants of social and health insurance in groups with relevant departments and sectors managing targeted subjects.
On the basis of the business registration database, the Tax agency, the Department of Labor, War Invalids and Social Affairs, the Department of Planning and Investment, the Public Security, etc., shall coordinate to develop a plan to review, compare and inspect all units. Strict implementation of social and health insurance for all employees is required.
The task is to coordinate with party committees, local authorities at district and commune levels, related branches, mass organizations, and socio-political organizations to strengthen propaganda activities, and mobilize people, members, and relatives to participate in voluntary social insurance, and household-based health insurance; to regularly send reports, exchange and provide information on the results and implementation of the development of participants of social and health insurance; timely give praises, rewards and replicate advanced models in mobilizing and developing participants of social and health insurance; to strengthen the management of the network of organizations providing social and health insurance collection services in accordance with the law; reform administrative procedures and apply IT to create the most favorable conditions for people to participate in social and health insurance; synchronously, flexibly implement, and timely supplement solutions to effectively implement the tasks and solutions directed by the VSS in this Plan./.
