To continue to focus resources on reforming the policies for salary and social insurance

The Ministry of Finance is drafting a Circular to guide the formulation of the State budget estimate in 2023, that clearly stipulating the budget expenditure estimate.

Accordingly, the Ministries, localities actively review the duplicate policies and missions; prioritize the expenditure made according to the level of necessary, importance and possibility of implementation in 2023 to complete missions, programs, schemes, projects that approved by competent authorities on the basis of allotment of the State budget and other lawful mobilized sources.

When formulating the expenditure estimate, the Ministries and localities have to grasp thoroughly the principles of publicity, transparency and require the implementation of saving and avoiding waste right from step of defining the missions. They need to continue to focus resources on reforming the policies for salary and social insurance according to Resolution 27-NQ/TW and Resolution 28-NQ/TW of the 7th Plenum of Central Committee (Term XII);

The capacity of health system, especially preventative healthcare, facilitated healthcare in the necessary and urgent places is required to be prioritized to improve.

On the other hand, the solutions for strengthening to implement the digital transformation, develop the digital economy and society are advanced.

Administrative reform in direction of modernity, innovation in implementing the one-stop shop and cost reduction needs to attach special importance.

When formulating the expenditure estimate, the Ministries and localities have to ensure the main principles according to the rule of the Law on the State budget, the Law on Public investment and other relevant laws; the regulations of law on principles, criteria, norm for investment capital allocation of development and recurrent expenditures of the State budget; to respond the requirements of budget restructuring, guideline of reorganizing the system, streamlining personnel, and the focal point of the public administrative unites according to the Regulations of the Central and Political Bureau
