VN Social Security’s branches simplify administrative procedures, renew dissemination methods to encourage participants

Viet Nam Social Security’s branches not only simplify administrative procedures to improve operational efficiency towards a favourable business environment and sustainable growth but also renew the method of dissemination to encourage more people to participate in social and health insurance.
In Hai Phong City, the local branch has focused on promoting administrative procedure reform by applying the one-stop-shop administrative receiving and processing system.
It also transparently publicises administrative procedures on the branch’s website to ensure that organisations and individuals can easily access them.

The branch has determined that information and technology (IT), especially electronic transactions, is the optimal method to reduce the time to implement administrative procedures.
IT also helps in creating favourable conditions for employers to participate in electronic transactions related to social and health insurance, saving costs and time.
The branch’s data shows that 12,122 of the total 12,350 local units and enterprises have made payments of social, health and unemployment insurance via electronic transactions, 0.15 per cent higher than the target set in the commitment between the City People's Committee and the Việt Nam Chamber of Commerce and Industry (VCCI) on creating a favourable business environment for enterprises.
The branch also promotes the deployment of public service level 4, which allows users to fill in and send application forms to the wards’ people’s committees entirely online. The forms are then processed online and users can pay the fees online.
It also deploys the National Insurance Database, ensuring connectivity and data sharing.
Currently, the branch has provided all 25 sets of administrative procedures and public service level 4 on its service portal.
In the first quarter, the branch received 39,838 records through electronic transactions, online public service portal and VssID – the digital social security application, about 7.4 per cent higher than the same period last year.
The branch has also implemented a bilateral electronic-payment process between the social insurance system and the commercial banking system since 2020, so that organisations and enterprises can make monthly payments of social, health and unemployment insurance for employees in the fastest, most accurate and convenient way.
Since June 1, 2021, local people can use the image of the health insurance card on the VssID application to go to medical facilities for examination and treatment.
People can also request re-issuance of social insurance books, transfer pensions or change forms of receiving social insurance benefits on the VssID application without going to the branch.
The branch has also coordinated with the Ministry of Public Security to synchronise national insurance data with national population data. Therefore, health insurance participants can use their chip-based identity cards to register for examinations and treatment at medical facilities.
Up to 1,063 people used their chip-based identity cards to register at medical facilities in the city so far.
In Bac Giang Province, the local branch has directed to deploy flexible forms of communication, thereby, creating consensus among people about social security policies of the Party and the State.
As a result, by the end of May, there are 3,611 new participants, 24.5 per cent higher than the target.
The branch also regularly reviews people who have the potential to participate in social and health insurance to encourage them to participate.
It mobilises the members of the Women’s Union and Post Office staff to disseminate to encourage local people to participate in social and health insurance, making an important contribution to raising awareness about the policy of voluntary social insurance.
It has continued to promote the application of information technology, reform administrative procedures; diversify forms and methods of receiving and returning dossiers, creating the most favourable conditions for participants./. VSS
